In just the first 11 months of 2025, the total passenger market reached more than 69 million passengers, an increase of nearly 11% over the same period in 2024.

Growth was recorded in both markets. Domestic transport reached nearly 31 million passengers and nearly 187 thousand tons of cargo, with a corresponding increase of more than 7% in passengers. Meanwhile, the international market made more spectacular progress, reaching more than 38 million passengers and more than 1 million tons of cargo, an increase of more than 13% in passengers and nearly 23% in cargo compared to the same period in 2024. With this momentum, the Vietnamese aviation market is expected to increase by more than 11% in passengers and 18% in cargo compared to 2024.

This success was achieved thanks to the close, continuous and timely attention and direction of the Ministry of Construction and competent authorities, combined with the efforts and endeavors of aviation enterprises. The leaders of the Civil Aviation Authority of Vietnam further emphasized that the increasing demand for air travel, along with the effective implementation of international exchanges and cooperation in exploitation, have significantly contributed to the positive results of air transport in 2025.

Transforming management model, ensuring absolute safety

Ensuring traffic order and safety continues to be a key task. In 2025, the Civil Aviation Authority of Vietnam has proactively and synchronously deployed tasks and solutions on traffic safety according to the Resolutions of the Party, the National Assembly and the Government, in order to improve the quality of safety supervision and risk prevention.

A notable achievement is that there have been no aviation accidents in the past 11 months. This confirms the effectiveness of the transformation of the safety management model in the industry. Units have gradually shifted from the "compliance monitoring" model to "risk-based safety management", a direction in line with the standards of the International Civil Aviation Organization (ICAO).

The Aviation Safety Risk Assessment Council (ASRMC) of the Authority operates regularly to closely monitor safety threats. The Council has promptly identified potential risks such as the impact of the lack of PW1100 engines on the Airbus A320/1NEO fleet, disruptions in the global supply chain, or the problem of transporting equipment containing Lithium batteries on aircraft, thereby issuing timely instructions and solutions.

In addition, the Department has developed and implemented the 2025 Safety Monitoring Program and issued the National Aviation Safety Program for the period 2025-2028 according to ICAO standards. Cooperation with experts from the French Civil Aviation Authority is also underway to continue improving Vietnam's aviation safety monitoring capacity.
