Thieu Hoa District People's Council innovates content and improves the quality of its activities. The Thiệu Hóa District People's Council committees conducted a survey of several construction projects in Thiệu Long commune.

Recognizing that improving the quality of sessions is a crucial factor in enhancing operational efficiency, the Thiệu Hóa District People's Council has developed a program of activities for its Standing Committee, committees, and delegates. Accordingly, session preparations are carried out seriously and in accordance with the law, with coordination between the Standing Committee, the District People's Committee, the District Fatherland Front Committee, and relevant agencies. The content and program of the sessions are prepared in a flexible, concise, and unified manner based on legal regulations, closely following the direction of the District Party Committee's Standing Committee and the district's key tasks. In particular, the application of a "paperless session" format contributes to increasing the proactive role of delegates in accessing information and documents for the session, allowing delegates early access to session materials and more time for study. The organization and conduct of the sessions have been innovative and scientific . Most notably, the chairperson's management of discussions and questioning during the sessions has been lively and of high quality. Promoting democracy, delegates discussed, questioned, and answered questions concisely and clearly, focusing on key topics and issues of public interest. In addition, effective communication before, during, and after the sessions was carried out through the district and commune/town radio stations. Regular sessions were broadcast live to allow voters and the public to participate and follow. Since the beginning of the term, the District People's Council has held 23 sessions (6 regular sessions and 17 specialized sessions); and issued 316 resolutions. The content of these resolutions concretized the Party's guidelines and the State's policies and laws, in accordance with the local situation. Furthermore, after being passed and issued, the resolutions were implemented by the District People's Committee, with plans assigned to relevant units and disseminated to all levels, sectors, and units, creating high trust and consensus among the people.

The supervisory activities of the District People's Council have also been reformed towards practicality, effectiveness, democracy, and responsibility, focusing on prominent and pressing issues of concern to voters and the people. During supervisory sessions, the Standing Committee and the committees of the District People's Council clarified the results, limitations, causes, and responsibilities of each unit and individual, while also summarizing the basic contents, prominent issues, and remaining obstacles to unify guiding principles and resolve difficulties. Supervisory reports and conclusions were promptly communicated. The opinions and recommendations following the supervision were seriously considered and gradually addressed by the District People's Committee. In addition, to improve the quality of its activities, the Standing Committee of the District People's Council regularly held meetings with the standing committees of the People's Councils of communes and towns to resolve difficulties and obstacles in the implementation of tasks.

The review activities of the district People's Council committees are carried out in accordance with the law, ensuring quality. To ensure effective review, the committees proactively participate from the outset with the drafting units to understand the situation, request information, and report as required by the review process. They also urge relevant agencies and units to prepare documents and send them to committee members for prior review, providing a basis for contributing opinions during the review meeting. During the review, the committees clearly express their opinions on agreed-upon content, unclear issues, matters inconsistent with legal regulations, and issues not aligned with the local situation. They request explanations, amendments, and additions from the drafting agencies to finalize the documents submitted to the session; providing much-needed information as a basis for delegates to consider, study, discuss, and decide at the session.

The process of engaging with constituents has seen many innovations in both content and methods, following the principle of being close to and connected with the people. People's Council representatives have devoted more time to listening to constituents' opinions, thoughts, and aspirations. All levels, sectors, and People's Council representatives have strengthened their responsibility in receiving, resolving, and responding to constituents' opinions. The work of receiving citizens and urging the resolution of complaints, denunciations, and petitions from citizens has been given due attention. The Standing Committee of the District People's Council has closely coordinated with the District People's Committee and the District Citizen Reception Board to develop plans, assign tasks, and organize regular and unscheduled citizen reception sessions for its members, ensuring compliance with the law. Simultaneously, plans have been developed for District People's Council representatives and their representative groups to organize citizen reception sessions in their respective constituencies. Through these citizen reception sessions, the Standing Committee of the District People's Council has directly exchanged information, provided guidance, explained, understood the thoughts and aspirations of citizens, and received petitions. After receiving the petition, the Standing Committee of the District People's Council issues a document forwarding the petition to the competent authorities for resolution according to regulations. Simultaneously, they monitor and supervise the resolution process by these agencies, reporting the results back to the Standing Committee of the District People's Council to provide a response to the citizen and send a notification to the citizen.

With the motto of striving for innovation, improving the quality and efficiency of operations, ensuring compliance with legal regulations while meeting practical requirements, aspirations, and the trust of voters, the People's Council of Thieu Hoa district has been making efforts together with elected bodies to contribute to improving the effectiveness of state government agencies at the local level. This has yielded positive results, meeting the requirements for improving the capacity, quality, and efficiency of the People's Council of Thieu Hoa district for the 2021-2026 term.
