On the morning of July 17th, the 17th session of the Ho Chi Minh City People's Council, 10th term, 2021-2026, concluded. Attending the closing ceremony were Chairman of the Ho Chi Minh City People's Committee Phan Van Mai; and Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai.

At this session, the Ho Chi Minh City People's Council discussed and voted to approve 38 resolutions, including: a resolution on socio -economic tasks, which includes the plan to develop the Ho Chi Minh City urban railway; 3 resolutions on adjusting and supplementing the medium-term public investment plan for the period 2021-2025; 33 resolutions related to education, urban development, public investment projects, organizational structure, and the rearrangement of commune-level administrative units; and resolutions in various fields to meet practical needs and serve daily life…

In her closing remarks, the Chairwoman of the Ho Chi Minh City People's Council, Nguyen Thi Le, noted that after two and a half days of serious work, the 17th session had completed all the planned agenda items. This session was honored to receive the attention and support of Comrade Nguyen Van Nen, Member of the Political Bureau and Secretary of the Ho Chi Minh City Party Committee, who attended and delivered a speech providing guidance on the socio-economic development of the city and the focus of the People's Council's activities in the last six months of 2024 and the following years. The Standing Committee of the People's Council respectfully accepted the six directives from the Secretary of the City Party Committee at the session with the spirit of "Listening and responsibly and wholeheartedly addressing the people's difficulties."

The City People's Council will continue to improve the quality and effectiveness of its oversight activities to promptly detect and recommend adjustments and additions, focusing on: state management of labor and employment, and construction order in the area; the implementation of Resolution No. 98; and monitoring to resolve issues that people are concerned about (related to environmental protection, solid waste treatment, social insurance benefits; inadequacies in the management of apartment buildings in the area; projects that have been delayed for many years; flood control, reducing traffic congestion; land and housing management, public management, sidewalk management, etc.).

According to Ms. Nguyen Thi Le, at the session, 44 City People's Council delegates spoke, contributing over 150 opinions during the discussion sessions. The discussions covered eight groups of issues: economic development; education, social affairs, and sustainable poverty reduction (amending Resolution 13 of the City People's Council); urban development, environment, targets for implementing the City Party Congress Resolution, and the implementation of the year's theme; the implementation of Resolution No. 98; and the presentations submitted by the City People's Committee at the session.

The session also included a question-and-answer session with 21 delegates asking questions and 36 related opinions addressed to the Director of the Department of Information and Communications and the Chairman of the People's Committee of Binh Tan District regarding cybersecurity, information, communication, and digital transformation of the city, as well as issues surrounding public investment, focusing on education projects, ensuring school facilities in accordance with the City Party Congress Resolution, and state management issues on food safety addressed to the Chairman of the People's Committee of Binh Tan District.

Also at this session, the City People's Council conducted a supervision of "The implementation of the administrative reform program on the reform of the administrative apparatus and the civil service system in the city from 2022-2025". Through the supervision, it was found that the city's administrative reform work has been implemented decisively. Based on the administrative reform program, including the reform of the administrative apparatus and the civil service system, the departments, agencies, districts, and Thu Duc City have seriously implemented the reforms and achieved important results.

The goal is to achieve a GRDP growth rate of 7.5%-8% in 2024.

In order to continue effectively implementing the 2024 theme "Determined to effectively implement digital transformation and Resolution No. 98/2023/QH15 of the National Assembly," the Standing Committee of the City People's Council requests the City People's Committee to conduct in-depth analysis and assessment of the context, and make early forecasts of socio-economic situations in the last six months of 2024 to proactively respond, focus investment, and support sectors and fields that are currently facing or are likely to face difficulties in the coming period.

Seeking practical and effective solutions to actively implement resolutions, directives, and conclusions of the Central Committee; Government Resolution No. 93/NQ-CP dated June 18, 2024, on key tasks and solutions to promote growth, control inflation, and stabilize the macroeconomy; ensuring the socio-economic development goals for 2024; focusing on achieving the highest possible results for the 18 key economic, social, national defense, and security indicators for 2024 as stipulated in the City People's Council resolution, including the target of achieving a GRDP growth rate of 7.5%-8% in 2024.

Continue to focus on key projects and works as outlined in Notice 1239 of the City Party Committee, especially the 26 out of 38 projects that still face difficulties and obstacles requiring monitoring and guidance to ensure progress and disbursement according to the allocated capital plan. Continue to care for the material and spiritual well-being of the people, policy beneficiary families, workers, and those in difficult circumstances; strengthen dialogue between the government and the people, and dialogue between the Chairmen of the District and Ward People's Committees and the people as prescribed.

The City People's Council also received suggestions and feedback from voters, and assigned responsibility to the Standing Committee of the City People's Council to coordinate with the City People's Committee to direct the resolution of these suggestions. Immediately after the session, the Standing Committee of the City People's Council, the Committees, and the groups of delegates of the City People's Council are responsible for closely coordinating with the City's National Assembly Delegation, the City's Vietnam Fatherland Front Committee, and its member organizations to strengthen supervision and propaganda to the people and voters of the city to participate in the effective implementation of the resolutions that have been set forth.

 

The issues raised by Comrade Nguyen Van Nen - Member of the Political Bureau, Secretary of the Ho Chi Minh City Party Committee, included: solutions for implementing the 2024 Land Law and the 2024 Social Insurance Law, solutions for putting the laws into practice; assessing the social impact of salary reform; adjusting pensions, social insurance benefits, preferential allowances for meritorious individuals, and social allowances from July 1, 2024, according to Conclusion No. 83-KL/TW of the Political Bureau...
