On October 15, the North Korean military detonated explosives on the inter-Korean road and rail lines on the North Korean side. KCNA added that this action stemmed from a serious security situation teetering on the brink of unpredictable war, due to political and military provocations by hostile forces.
A North Korean Defense Ministry spokesperson said the country would take further steps to strengthen its southern border, but did not mention whether there would be any other changes to the constitution.

According to Yonhap News Agency, in December last year, North Korean leader Kim Jong-un described inter-Korean relations as those between "two hostile nations" and declared he was abandoning the goal of reconciliation or unification with South Korea. According to the 1991 inter-Korean agreement, relations between South Korea and North Korea are defined as a "special relationship" temporarily formed during the process of seeking reunification, rather than a relationship between the two countries, according to The Korean Herald .
South Korea has stated its policy is to continue pursuing the goal of reunification but will respond with force if North Korea takes any aggressive action. Tensions between the two sides have escalated since last year, after Seoul and Pyongyang announced they were canceling a commitment to de-escalate military tensions, signed in 2019.
