General Secretary and President To Lam chaired the meeting of the Standing Committee of the Subcommittee on Documents for the 14th Party Congress.

On August 13th, at the Party Central Headquarters, under the chairmanship of Comrade To Lam, General Secretary, President, and Head of the Subcommittee on Documents for the 14th Party Congress, the Standing Committee of the Subcommittee on Documents met to provide feedback on the draft Political Report prepared by the Editorial Team based on the detailed outline of the Political Report approved by the 9th Plenum of the 13th Central Committee.

At the meeting, Comrade Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council, Standing Member of the Sub-committee, and Head of the Document Drafting Team, presented a report on the work that the Standing Member of the Sub-committee and the Drafting Team have carried out since the establishment of the Sub-committee and the Drafting Team, as well as some key tasks leading up to the 13th Central Committee Conference.

Concluding the meeting, General Secretary and President To Lam acknowledged, highly appreciated, and commended the efforts of the Document Drafting Team for working proactively and responsibly to submit the 5th draft of the Political Report to the Standing Committee of the Sub-committee.

In addition, General Secretary and President To Lam also noted that the Editorial Board needs to carefully study the resolutions of the Central Committee of the Party, the Politburo, the Secretariat, the resolutions of the National Assembly and the Government... especially those documents recently issued during this term, and new policies and orientations that have been researched and summarized in practice, in order to distill and incorporate new insights, important policies and orientations into the draft Political Report.

The political report of the 14th National Congress must be a product of high intellectual capacity, a culmination of the collective wisdom of the entire Party, the entire people, and the entire army, as the late General Secretary Nguyen Phu Trong directed. It must promote democracy and collective intelligence, with the participation and contributions of central and local agencies, departments, political and social organizations, and the people; it must also enlist the participation and contributions of former leaders, intellectuals, researchers, and managers; and it must focus on exploiting the results of scientific research both domestically and internationally.

Over the past period, the working groups of the Document Drafting Subcommittee have conducted practical surveys and worked with a number of ministries, sectors, and localities. Based on the results of these surveys and working sessions, it is necessary to identify effective methods and new models to generalize and elevate them to a theoretical level, contributing to the formulation of policies and guidelines for national construction and defense in the new period.

The Standing Committee of the Document Subcommittee held a meeting to provide feedback on the draft Political Report prepared by the Editorial Team based on the detailed outline of the Political Report approved by the 9th Central Committee Meeting of the 13th Party Congress.

The process of summarizing and evaluating the results of implementing policies and guidelines must be linked to the rapidly changing realities; it needs to be comprehensive but cannot be vague or subjective; what is mature, clear, and proven correct by practice, especially the practice of 40 years of reform, needs to be affirmed and reflected in the document this time.

General Secretary and President To Lam proposed organizing scientific seminars and forums soon to exchange and discuss in more depth some issues and contents in the draft Political Report. During the discussion process, it is necessary to be open-minded, listen to and respect each other's opinions, and create a high level of consensus, especially on new and difficult issues.

General Secretary and President To Lam emphasized that the work of the Sub-committee, the Standing Committee of the Sub-committee on Documents, and the Document Editorial Team is still very extensive. With limited time remaining until the 10th Central Committee Conference, a high level of effort is required to continue perfecting the draft Political Report. It is necessary to continue dedicating adequate time and effort, coordinating closely and regularly with other sub-committees and the standing committees of other sub-committees to complete this important and meaningful work with the highest quality and on schedule.
