Perfecting institutions to enhance the effectiveness of state management of food safety

On the afternoon of December 3, at the headquarters of the Ministry of Health , Deputy Minister of Health Do Xuan Tuyen chaired a meeting with members of the Drafting Team of the Food Safety Law Project (amended) to unify and complete the dossier to submit for addition of the Food Safety Law Project (amended) to the 2026 Legislative Program.

Deputy Minister of Health Do Xuan Tuyen informed the members of the Drafting Team attending the meeting about the direction of Deputy Prime Minister Le Thanh Long in Official Dispatch No. 11560/VPCP-KGVX dated November 25, 2025, requesting the Ministry of Health to preside over and coordinate with relevant ministries and agencies to complete the dossier to submit the draft Law on Food Safety (amended) to the 2026 Legislative Program.

Acting Director of the Food Safety Department Chu Quoc Thinh reported on the group of documents and files that have been compiled and drafted on the draft Law on Food Safety (amended). In particular, ensuring amendments towards strengthening the application of risk management measures, shifting the focus from pre-inspection to post-inspection for low-risk food products. At the same time, promoting the application of electronic administrative procedures in food registration and declaration.

For high-risk food products that are easily misused or contain prohibited substances, the Drafting Team builds in the direction of having a special control mechanism and specific regulations. The basic content of current concern is the outline framework of the dossier that needs to be carried out synchronously and in accordance with the order prescribed in the Law on Promulgation of Legal Documents, No. 64/2025/QH15.

Members of the Drafting Team, relevant ministries and branches discussed plans to urgently complete the policy dossier according to the provisions of the Law on Promulgation of Legal Documents, while meeting the schedule as directed by Deputy Prime Minister Le Thanh Long: Complete the dossier to submit to the Government on adding the Food Safety Law Project (amended) to the 2026 legislative program, determine the progress of submitting this Law Project to the National Assembly at the first session of the 16th National Assembly.

Concluding the meeting, Deputy Minister of Health Do Xuan Tuyen affirmed that it is necessary to soon complete the dossier of the Law Project report to submit to competent authorities for consideration, and then submit it to the 16th National Assembly, contributing significantly to strengthening the effectiveness of state management of food safety.

The Deputy Minister assigned the Department of Food Safety to take the lead, coordinate with the Legal Department, and invite the Ministry of Industry and Trade and the Ministry of Agriculture and Environment to review, synthesize, and complete in accordance with the correct procedures, processes, and dossier components prescribed by current legal documents, with scientific and realistic comparisons and comparisons.

Through that, control and complete the necessary documents to serve the appraisal work of collecting opinions from relevant ministries, branches and organizations and send them to the Ministry of Justice for appraisal, including: Draft Submission; Policy impact assessment report; Report on reviewing the Party's guidelines and policies, legal documents, international treaties related to the policy; Report summarizing the implementation of the law or assessing the current state of social relations related to the policy; Policy legalization explanation; Summary of opinions, acceptance, explanation of comments and consultation.

Deputy Minister of Health Do Xuan Tuyen emphasized that there is not much time left, the procedures prescribed by law require a lot of content and form, the assigned units need to concentrate highly, coordinate closely with members of the Drafting Team of the relevant ministries and branches to complete the reports as prescribed; Pay more attention to the administrative procedure report; decentralization; application to promote the development of science and technology, innovation, digital transformation, gender equality, ethnic policies (if any).
