On March 25th, at the national conference summarizing the work of the People's Councils of provinces and centrally-administered cities in 2023 and implementing the work plan for 2024, Ms. Nguyen Thi Thanh, Head of the Committee on Delegate Affairs under the Standing Committee of the National Assembly , reported on the organization and operation of the People's Councils of provinces and centrally-administered cities in 2023 and the direction and tasks for 2024. She stated that in 2023, despite facing many difficulties and challenges, Vietnam successfully achieved its goals and tasks with fairly comprehensive results and many outstanding achievements.
In that overall achievement, the elected bodies—the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, agencies under the Standing Committee of the National Assembly, and People's Councils at all levels—have played a crucial role in actively innovating and improving the quality and effectiveness of their work in both legislative and supervisory roles, making decisions on important national and local issues; focusing on building and perfecting development institutions; implementing strategic breakthroughs; reviewing and resolving difficulties and obstacles; unlocking and releasing resources; and creating new impetus for promoting socio-economic recovery and development.
Ms. Thanh assessed that the practical activities of the People's Councils in 2023 affirmed that the People's Councils of provinces and cities have always proactively implemented the program and plan of tasks for the entire term in their localities. In addition, they have always promptly resolved emerging issues or unexpected tasks in the context of economic and social recovery and development, which still face many obstacles that need to be overcome, or have successfully implemented new policies of the Central Government.
The Standing Committee of the Provincial/City People's Council regularly holds briefing meetings to review and evaluate the implementation of tasks within its authority, and promptly direct the deployment of regular and extraordinary political tasks according to plan, linked to the key tasks of the province/city.
Notably, most localities have effectively implemented Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly in coordinating, assigning, and implementing specialized supervision programs, in accordance with practical realities, guiding supervision and survey activities with a focus on key areas and practicality; and directing the effective development of the supervision function through various forms of implementation.
For example: questioning, thematic supervision, establishing supervisory teams, providing explanations at the Standing Committee of the People's Council's meetings; strengthening field surveys to verify authenticity; conducting comprehensive, multi-dimensional assessments, objective and specific comments, clearly stating content and responsibilities in the concluding notices, ensuring legal basis, complete factual basis, frankness, responsibility, and not avoiding existing problems and limitations.
The follow-up activities of the People's Council Committees, the supervision by the People's Council Delegation Groups, and the monitoring of the implementation of conclusions after supervision have been strengthened; the power of the media continues to be leveraged to participate in supervision activities, contributing to the effective resolution of shortcomings and limitations identified after supervision, leading to significant changes in law enforcement, and improving the effectiveness and efficiency of state management at the local level; the implementation of recommendations after supervision is regularly reviewed and evaluated, and the monitoring and understanding of the organization and implementation of the People's Council Resolutions are strengthened.
The activities of People's Council representatives in engaging with constituents, receiving citizens, and handling complaints and denunciations from citizens have been increasingly strengthened in a practical, thorough, decisive, and effective manner, with the spirit of "being close to the people, understanding the people, and serving the people." Attention has been paid to organizing constituent meetings on specific topics, sectors, and groups, listening to the opinions of experts and scientists, and learning from the experiences of other localities. Simultaneously, actively working with relevant units and agencies to resolve specific cases has contributed to improving the quality of People's Council decisions, ensuring they are practical, timely, legally sound, and in line with the people's will.
Furthermore, coordination and working relationships with the National Assembly, the Standing Committee of the National Assembly, agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the National Assembly delegations, the People's Committees, the Vietnam Fatherland Front Committees at the same level, and people's organizations have been strengthened in all aspects of work. In addition, many new working methods implemented by the People's Councils have yielded high efficiency and interactivity, attracting the attention and high praise of voters, such as promoting the application of digital transformation in work; and coordinating with news agencies to broadcast live dialogue forums with the people and businesses.
