The Provincial Party Secretary emphasized: The Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, recently approved by the Prime Minister, clearly identifies the development of cultural industries and tourism as key priorities. The goal is to transform Ninh Binh into a centrally-governed city by 2035, characterized as a "Millennium Heritage City" and a creative city. Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee, Tong Quang Thin, provided an overview of the province's geographical location, history, culture, and outstanding achievements in socio -economic development. The provincial plan identifies tourism and cultural industries as the spearhead, industry as the driving force, and agriculture as the support; this is a strategic vision for the province. The province's cultural industry development orientation has identified 10 core areas, including film studios and cinema.
The Standing Vice Chairman of the Provincial People's Committee emphasized: The ancient capital of Hoa Lu has a rich history spanning a thousand years, with numerous tangible and intangible cultural heritage sites, traditional craft villages, and especially a system of historical relics throughout the nation's history of nation-building and defense. This will be important material for creating cinematic works, especially historical films. These materials have inspired film crews to shoot many scenes in famous films such as: "Heaven's Mandate Hero," "Tam Cam," "Kong (Skull Island)," etc. Based on these existing foundations, Ninh Binh hopes that the Association will advise, shape specific directions, and support and promote the construction of film studios and film projects. The province is ready to develop mechanisms and policies to create the most favorable investment environment to attract filmmakers to Ninh Binh, aiming to promote the development of the cultural industry, including the film industry. During the meeting, Dr. Ngo Phuong Lan, President of the Vietnam Film Development Promotion Association, expressed her gratitude for the warm, open, and respectful welcome extended by the provincial leaders to the delegation, and was particularly impressed by the province's determination and strategy in developing the cultural industry, including the film industry.
Dr. Ngo Phuong Lan shared: Ninh Binh has all the cultural and natural conditions to make films and build film studios in the future, especially ancient film studios.
Regarding the issue of film production for tourism development, Dr. Ngo Phuong Lan suggested that the province needs careful consideration and planning. She emphasized the need for research and investment to develop good scripts and create successful films with widespread appeal in order to successfully attract and promote tourism. She stressed the importance of feasibility studies to focus investment on targeted, in-depth films for success. Furthermore, she suggested organizing themed events about films shot in Ninh Binh to initiate and lay the groundwork for future film production.

In a frank and open spirit, the delegates provided advice, exchanged ideas, and suggested many topics to help Ninh Binh define the issues that need attention in developing its cultural and film industries. The delegates particularly focused on how Ninh Binh can build specific mechanisms and policies, establish a competitive position in the film industry, develop film studios, and especially address issues related to human resources and service activities within the film industry. Furthermore, they emphasized the need for specific support in terms of administrative procedures, alongside the development of a plan for the province's film industry in the coming period.
Speaking at the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, said: "In the past, Ninh Binh has organized many seminars and conferences, but this is the first time the province has held a working session to consult with experts on the development of the film industry. Therefore, this working session is very important. The opinions exchanged by the Association have opened up many issues for Ninh Binh in developing its cultural industry, especially the film industry. Based on listening to the opinions and advice from experienced experts in the film field, Ninh Binh province will consider and formulate specific content on the development of the cultural industry, the film industry, and the construction of film studios in the Resolution of the upcoming Provincial Party Congress."
The comrade also affirmed that the upcoming resolution of the Provincial People's Council will pay more attention to this issue based on the submission and proposal of the Provincial People's Committee on the development of the cultural industry and the film industry. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also noted the issue of resource allocation, especially the synchronized direction and determination of the entire political system to implement it.
At the meeting, Provincial Party Secretary Doan Minh Huan agreed that the development of the cultural industry, including the film industry, cannot be separated from the principle of valuing art, entertainment, and commerce. Ninh Binh province has determined that developing the cultural and entertainment industry alongside tourism requires a unified understanding within the political system. From there, the locality will have to consider mechanisms, policies, and resource allocation to ensure favorable conditions and sufficient resources for the development of the cultural industry and the film industry. He also stated that while the aspirations are great, resources are limited. Therefore, the province will consider selecting a few key areas to start with, such as developing a plan to develop the cultural industry, building film studios, and promoting the film industry. A separate resolution will be developed as a basis for promoting these activities. The province will also expedite the signing of cooperation agreements with the Association. The province aims to promote the development of Vietnamese cinema, with a specific roadmap and tasks to be undertaken, based on assessments from both sides. Additionally, the province will organize an inter-sectoral information conference to provide a basis for the restoration and construction of film studios. Through this meeting, the province hopes the Association will support, collaborate with, and advise the province in successfully implementing activities related to the film industry.
