The fourth annual conference between the Provincial Party Secretaries of Ha Giang, Lao Cai, Lai Chau, Dien Bien and Yunnan province

Attending the conference were: Comrade Dang Xuan Phong, Secretary of the Lao Cai Provincial Party Committee; Comrade Giang Pao My, Secretary of the Lai Chau Provincial Party Committee; Comrade Tran Quoc Cuong, Secretary of the Dien Bien Provincial Party Committee; and Comrade Hoang Minh Son, Consul General of Vietnam in Kunming. Delegates from Dien Bien province included members of the Provincial Party Standing Committee: Comrade Pham Duc Toan, Permanent Vice Chairman of the Provincial People's Committee; Comrade Pham Khac Quan, Head of the Provincial Party Organization Department; Comrade Chu Xuan Truong, Head of the Provincial Internal Affairs Department; along with representatives from several departments, agencies, and localities.

Speaking at the conference, on behalf of the delegation from the Vietnamese provinces, Comrade Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee, emphasized: Vietnam and China have a long-standing tradition of friendly relations, which have always been nurtured and achieved great and profound achievements in all fields. In terms of foreign policy, Vietnam considers developing relations with China a strategic choice and a top priority in its independent, self-reliant, peaceful, cooperative, and developmental foreign policy. The official visit to China by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong at the end of 2022 was a particularly important event for both countries. This was General Secretary Nguyen Phu Trong's first foreign visit after the 13th National Congress of the Communist Party of Vietnam; and the first highest-ranking foreign leader that the Central Committee of the Communist Party of China, General Secretary and President of China Xi Jinping, received immediately after the 20th National Congress of the Communist Party of China. In 2023, relations between the two Parties and two countries continued to develop positively, marked by the significant and historically important event of the visit to Vietnam by General Secretary and President of China Xi Jinping in December 2023, which attracted considerable attention and positive assessments from both countries and the international community.

Reviewing the results of cooperation over the past period, the provinces of Ha Giang, Lao Cai, Lai Chau, and Dien Bien - Vietnam and Yunnan province - China are pleased to note that the common understandings reached at the 3rd Annual Conference in 2023 have been promoted and implemented by the four Vietnamese provinces and Yunnan province - China, achieving important results in all fields: Exchanges, cooperation, and direct delegation exchanges between sectors, levels, and organizations of both sides have been comprehensively promoted; cooperation in border management and transportation connectivity; cooperation in developing border gates and crossings; cooperation in managing cross-border labor; cooperation in culture, sports, and tourism; cooperation in agriculture... Particularly in economic and trade cooperation, the sides have focused on directing relevant agencies to promote trade, facilitate customs clearance, and remove difficulties in import and export activities, especially for Vietnamese agricultural products; The two sides have done a good job coordinating inspection, control, and traffic flow regulation to ensure smooth and uninterrupted import and export activities. They continue to cooperate in organizing trade and tourism fairs in the border region. Vietnamese provinces actively participated in the 7th China-South Asia Expo and the 27th Kunming Import and Export Trade Fair, as well as the 2023 Greater Mekong Subregion (GMS) Governors' Forum held in Kunming. The total import and export turnover between the four border provinces of Vietnam and Yunnan Province in 2023 reached approximately US$2.34 billion.

To build upon the achievements of the past, further develop the potential and advantages of the localities, and complement each other's strengths, promoting exchanges and cooperation between the four border provinces of Vietnam and Yunnan Province of China to become increasingly developed and substantive, the Provincial Party Secretaries discussed and proposed areas for exchange and cooperation that need to be promoted in the coming period, achieving a high level of consensus. These include: In 2024 and beyond, the provinces will continue to thoroughly implement the common understandings reached between the high-level leaders of the two Parties and States of Vietnam and China, especially the "Vietnam-China Joint Statement on further deepening and elevating the Comprehensive Strategic Partnership and building a Vietnam-China Community with a Shared Future"; and maintain and further enhance the effectiveness of the annual meeting mechanism between the Provincial Party Secretaries and the joint working group meeting between the five provinces. Strengthening friendly exchanges; enhancing economic, trade, and investment cooperation; accelerating cross-border e-commerce cooperation; strengthening cooperation in border gate development and transportation connectivity; cooperating in border management and cross-border labor management; promoting cultural, sports, and tourism exchanges and cooperation; continuing to implement exchanges and cooperation in personnel training, agriculture, forestry, science and technology, health, environmental protection, justice, and finance.

The Party Secretaries of the five provinces also unanimously agreed that the annual conference between the Party Secretaries of Ha Giang, Lao Cai, Lai Chau, and Dien Bien provinces and the Party Secretary of Yunnan province has made a positive contribution to promoting relations between the two Parties, the two countries, and the people of Vietnam and China in the past and will continue to develop in the future. They also expressed confidence that, with the support of the Central Committee of the Party, the Government, the Central Committee for External Relations, the Ministry of Foreign Affairs, and other central ministries and agencies of both countries, along with the high efforts and determination of the five provinces, exchanges and cooperation between the two sides will continue to be implemented effectively, making positive contributions to socio-economic development, bringing practical benefits to the people of both sides, and further deepening the content of the comprehensive strategic cooperative partnership between Vietnam and China.

Speaking at the Conference, Comrade Tran Quoc Cuong, Member of the Central Committee of the Party and Secretary of the Dien Bien Provincial Party Committee, emphasized: The mechanism of meetings between the Provincial Party Secretaries has continued to promote and enhance the effectiveness of friendly relations and cooperation between the four northern provinces of Vietnam and Yunnan Province, China, contributing to the realization of important common understandings reached between the leaders of the two Parties and States of Vietnam and China; especially the " Vietnam-China Joint Statement on further deepening and elevating the Comprehensive Strategic Partnership and building a Vietnam-China Community with a Shared Future, which has strategic significance " . To further expand and enhance the effectiveness of friendly relations and cooperation in the future, the Provincial Party Secretary proposed several important contents such as: Requesting Yunnan Province to coordinate in completing the legal procedures and reporting to the competent authorities for approval to upgrade the A Pa Chai - Long Phu border crossing into a bilateral border gate; Invest in infrastructure development at the Long Phu Border Gate area to meet the criteria for a bilateral border gate. Promote the construction and expansion of the border marker area at the intersection of the three countries Vietnam - Laos - China. Request universities in Yunnan province to provide scholarship programs for master's and undergraduate training for officials and students in the fields of education, health, agriculture, and finance; organize short-term Chinese language training courses for officials of Dien Bien province; cooperate with Dien Bien province to develop international tourism routes between Dien Bien - Yunnan - Northern Laos and Northern Thailand; implement the contents of the Memorandum of Understanding on cooperation in the field of health and healthcare; encourage and facilitate businesses from both sides to research and cooperate in investment, contributing to the economic development of both localities. Promote trade and service activities, create conditions for businesses and traders from both sides to participate in international trade fairs…

To acknowledge the results of the Conference, the parties agreed to jointly sign the "Minutes of the Fourth Annual Conference between the Provincial Party Secretaries of Ha Giang, Lao Cai, Lai Chau, and Dien Bien Provinces and the Provincial Party Secretary of Yunnan"; and witnessed the signing of cooperation documents in various fields by the governments, agencies, units, and localities of both sides. They also agreed that the 5th Annual Conference will be held in 2025 in Lai Chau Province, Vietnam.
