
By the morning of October 27, Hoa Chau, An Cuu, Thuy Xuan, Duong No wards and Thanh Thuy commune had evacuated and relocated 265 households with 730 people to safe places. To prepare for flood response, Hue city localities proactively updated detailed response plans for more than 10,000 households/nearly 32,700 people, focusing on coastal areas, lagoons, low-lying areas, and landslide risk areas.
Currently, the water level of the Huong River at Kim Long station and the Bo River at Phu Oc station is rising rapidly and may exceed alert level III in the next few hours, causing the risk of flooding in 30 communes/wards.
National Highway 49B was severely flooded with a depth of 0.05 - 0.4m. National Highway 49 at Lim 1 Bridge under construction was temporarily flooded, and authorities had to divert traffic for people to move. The area from Cham to Tuan Bridge (Thuy Xuan Ward) suffered a 6m deep, 14m long landslide. Some sections of National Highway 49 suffered a landslide, and are currently partially open.
Some central streets of Hue city are in a state of severe flooding such as: Truong Chinh, Hung Vuong, Nguyen Huu Canh, To Huu, Duong Van An... The provincial road system in Phong Dien, Phong Dinh, Hoa Chau, Kim Tra wards and Quang Dien, Phu Vang communes... are flooded 0.1-1.2m deep. Some places are flooded over 1m deep such as: Provincial Road 6 (Phong Dinh), Provincial Road 25B (Huong Thuy ward) have been placed with warning signs, prohibiting people and vehicles from passing.

As of 7 a.m. on October 27, the irrigation and hydroelectric reservoirs of Hue city were safe, reaching about 84% of their capacity. Huong Dien Hydroelectric Reservoir was at 57.56m; the inflow to the reservoir was 4,601m3/s and the downstream flow was 2,605m3/s. The upstream water level at Binh Dien Hydroelectric Reservoir was at 82.74m; the inflow to the reservoir was 3,692m3/s and the downstream flow was 2,810m3/s.
Due to the consecutive impacts of natural disasters in August and September and storm No. 12, the city's coastline has been severely eroded in the section passing through Hoa Duan residential group (Thuan An ward) with a length of about 1km, affecting essential infrastructure works and risking the opening of a new sea gate. The section passing through Vinh Loc commune's coastline has been eroded for about 2km, the coastline has been eroded 10-30m deep into the mainland, affecting Provincial Road 21, essential infrastructure works, and risking the opening of a new sea gate.
The asphalt road leading to Tan An Hai village (Phu Loc commune) was eroded by sea waves, causing landslides of 0.5-2m, nearly 500m long. In addition, some landslides occurred on the roads of Khe Tre commune and National Highway 49 through Kim Long ward, affecting hundreds of households living and traveling.
On October 27, all schools in Hue city were closed to ensure the safety of students.
Urgent dispatch issued to respond to floods on rivers exceeding alert level 3

On the morning of October 27, the Chairman of the People's Committee of Hue City issued an urgent dispatch on proactively responding to floods.
In the past hours, Hue city has had heavy rain, some places have had very heavy rain; total rainfall is generally 250 - 450mm, some places are higher such as: Bach Ma peak 1,426mm, Khe Tre 700mm, Huong Son 589mm, Thuong Quang 585mm, Huong Phu 574mm. It is expected that from the morning of October 27 to 29, in Hue city there will continue to be heavy rain, very heavy rain, some places have had especially heavy rain; total rainfall is generally 250 - 500mm, some places over 700mm. Water levels of rivers in the city are rising such as Huong river, Bo river above alert level 3, the flood situation is still complicated.
The Chairman of the Hue City People's Committee requested that heads of departments, branches, sectors, units and Chairmen of the People's Committees of communes and wards proactively organize close monitoring of forecast information and developments of floods and rains; promptly direct and deploy response work according to the "four on-the-spot" motto according to assigned tasks and authority, not to be passive or surprised in any situation; take full responsibility before the Chairman of the City People's Committee and the law if there is a lack of responsibility in leadership and direction leading to damage to the lives and property of the people and the state.
Communes and wards continue to urgently deploy support for evacuation and relocation of people to safe places according to approved plans, prioritizing the safety of vulnerable groups; deploy plans to respond to floods, inundation, and landslides according to approved plans; absolutely do not allow vehicles and individuals to move on rivers, lakes, and canals that are not safe and do not have enough safety equipment. Organize a review of the storage of essential materials, vehicles, and goods, especially in areas that are often isolated by heavy rain and floods, remote areas; propagate people to properly store on-site to prevent rain and floods that last for many days.
Owners of dams, irrigation and hydroelectric reservoirs organize 24/7 shifts, continue to strictly implement reservoir operations to ensure water levels according to regulations on inter-reservoir operations in the Huong River basin and approved reservoir operation procedures, ensuring safety of works and downstream areas.
The City Military Command, the City Police and localities are ready with rescue forces and vehicles to promptly deploy when required. Relevant units and localities organize a serious 24/24 duty, promptly report arising issues to the City Civil Defense Command, the City Military Command, the Department of Agriculture and Environment and implement the reporting regime in accordance with regulations.
At 8:00 a.m. the same day, the flood on the Perfume River - the river flowing through the center of Hue city - rose above level 3 by 0.25 m; the Bo River exceeded level 3 by 0.20 m, causing widespread flooding along the two rivers. According to the reporter of the Vietnam News Agency, many roads in the city center were flooded such as: Dong Khoi, Nguyen Thi Dinh, Nguyen Chi Thanh... Cau Lon area, Bui Thi Xuan street; Dap Da, Nguyen Sinh Cung street on the southern bank of the Perfume River were deeply flooded. Low-lying areas downstream of the Bo River were also flooded in many places.
