1. Instructions for registering an online license plate auction account

To register for an account to bid on license plates, you can follow these steps:

Step 1: Access

Access the online auction information page at the following link: https://dgbs.vpa.com.vn/

Step 2: Register an account

On the main screen of the online auction information page, click the green "Register" button in the upper right corner.

Next, if you are an individual, select the "Individual" option; if you are an organization, select the "Organization" option.

Fill in the required information such as full name; email; password; phone number; and OTP code. Then, click the "I commit..." box and press Register.

If registration is successful, the system will display a list of license plates that are expected to be auctioned. Here, you can select the location, type of vehicle, and license plate you are looking for.

2. Steps to conduct a car license plate auction

The steps for conducting an auction of car license plates according to Article 11 of Decree 39/2023/ND-CP are as follows:

* Register to participate in the auction:

- Registration for participation in the auction is done entirely online through the online auction information page of the asset auction organization;

- Auction participants are provided with an access account and instructed on how to use the account, how to place bids, and other information on the online auction website to conduct the auction;

- Auction participants can choose car license plates according to their needs from the list of car license plates offered for auction in all provinces and centrally-governed cities nationwide to participate in the auction;

- Bidders deposit the application fee and the advance payment for the chosen license plate into the auction organization's account and are issued a participation code for that license plate auction.

- The asset auction organizer is responsible for continuously receiving registration information and deposit payments from the date of asset auction announcement until three days before the auction takes place.

* Bidders access the online auction website using their accounts and follow the auction procedures as stipulated in the Auction Regulations.

* At the time the online auction concludes, the online auction website identifies the winning bidder, announces the auction results, displays the auction minutes for the winning bidder to confirm, and sends them to the email address of the auction participant registered with the asset auction organization.

* The auctioneer is responsible for organizing and conducting the online auction, verifying the auction record with a digital signature before sending it to the winning bidder.

* The Ministry of Public Security assigns officers to monitor and supervise the auction process: the number of auctioneers, the number of participants, the auction results, and other related issues.

* Auction procedures not stipulated in Decree 39/2023/ND-CP shall be carried out in accordance with the Law on Auction of Assets.

3. Number and serial numbers of car license plates offered for auction.

The number and serial numbers of car license plates offered for auction, as stipulated in Article 5 of Decree 39/2023/ND-CP, are as follows:

The Minister of Public Security decides the number of license plates to be auctioned at each auction session, including license plates for provinces and centrally-administered cities, with serial numbers: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, white background, black letters and numbers, not yet registered, expected to be newly issued, currently in the Ministry of Public Security's vehicle registration and management system, and supplementing the number of license plates for the Public Security departments of provinces and centrally-administered cities in case they run out of license plates for registration before the next auction session.
