NDO - On October 24th, the Department of Medical Examination and Treatment Management ( Ministry of Health ) organized an online training session guiding the procedures and documentation for adjusting medical examination and treatment operating licenses for medical facilities under the Ministry of Health, health departments of ministries and sectors, university hospitals, and provincial and city health departments.
Speaking at the training session, Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management, stated that preparing the dossier and procedures for requesting adjustments to medical examination and treatment operating licenses in accordance with the Law on Medical Examination and Treatment No. 15/2023/QH15 dated January 9, 2023, and Government Decree No. 96/2023/ND-CP dated December 30, 2023, detailing some provisions of the Law on Medical Examination and Treatment, is a crucial task that determines whether the operating license can be adjusted and shortens the time required to process this administrative procedure.
Recently, some public medical facilities have submitted applications to amend their operating licenses due to changes in their scale of operation, scope of professional activities, or additions to their list of medical procedures.
However, the application is incomplete: lacking evidence of professional activity data to support the proposed adjustments to increase the number of hospital beds, establish new departments, or separate specialized departments; insufficient human resources to meet the proposed adjustments; and failure to demonstrate compliance with the floor area per bed requirement… all of which impact the assessment and licensing process.
The training session helped management agencies and medical examination and treatment facilities better understand and implement the procedures and processes for issuing and adjusting operating licenses in accordance with legal regulations. It also served as a forum for the Department of Medical Examination and Treatment Management to answer questions, receive feedback, promptly resolve difficulties and obstacles, and amend and supplement regulations accordingly.
At the training session, Dr. Ha Anh Duc emphasized that the Ministry of Health is seeking feedback from localities on the draft Circular on the decentralization of administrative procedures for granting operating licenses, and requested the Departments of Health of provinces and cities to provide feedback on the draft circular for completion.
Tomorrow, October 25th, the Department of Medical Examination and Treatment Management will continue its meeting with relevant units regarding the ranking of technical expertise and the decentralization of administrative procedures in the field of medical examination and treatment under the management of the Ministry of Health.
