Dam Ha District: Ready for the great festival of the people

Thorough preparation for the election of village, hamlet, and neighborhood heads for the 2025-2027 term is a crucial prerequisite for building a strong grassroots political system, contributing to the successful implementation of local tasks.

To ensure that the election of village, hamlet, and neighborhood heads is democratic, safe, economical, and truly a festival for the people, Dam Ha district has been very proactive in implementing preparatory steps in all aspects. Following the province's directives and based on practical requirements, the district continues to implement the model where the Party branch secretary also serves as the village, hamlet, or neighborhood head.

The Party Committee of Dam Ha commune has been unanimously selected by the Standing Committee of the Dam Ha District Party Committee as the pilot location for the 2025-2030 term's Party Congress. Thorough preparation and successful organization of the village head election on December 15th will lay the groundwork for the commune to continue implementing the model of "people's trust - Party's nomination": the Party branch secretary also serving as the village head for the 2025-2027 term.

In strict adherence to the directives of the Provincial Party Committee, the Provincial People's Committee, and directly the Standing Committee of the District Party Committee, the Dam Ha Commune Party Committee proactively developed plans and guiding documents for the election; promptly established the Commune Election Steering Committee and clearly assigned specific tasks. At the same time, they urgently organized early dissemination and widespread propaganda among cadres, Party members, and the people regarding the election, creating high levels of consensus and unity.

To date, all seven villages in the commune have selected, consulted, and nominated candidates for the position of village head. Through the people's confidence vote, all candidates received high support from the villagers. The voter list and the list of candidates have also been publicly posted at the polling stations, creating conditions for voters to study and choose those who possess sufficient virtue and talent.

The implementation of the pilot program in the commune was quickly reviewed and replicated across all eight remaining communes and towns in the district. Through this, Dam Ha district ensured that all preparations for the election of village, hamlet, and neighborhood heads were carried out according to schedule and plan. To ensure the smooth conduct of the election, the District Party Committee organized a training conference for all commune-level officials and those in villages, hamlets, and neighborhoods. The training focused on procedural aspects such as: announcing the election date; nominating candidates through consultation; establishing polling stations and approving their duties and powers; determining the voter composition and posting the voter list... ensuring democracy, openness, and transparency, prioritizing quality standards; and ensuring 100% implementation of the "people trust - Party nominates" model.

The conference helped delegates grasp the steps of the election process to select qualified and morally upright individuals who represent the will and aspirations of the people; to effectively manage and implement community tasks, contributing to strengthening and enhancing the power of local government.

The review revealed that 61 out of 70 candidates were re-elected (87.1%), while 9 were first-time candidates (12.9%). The average age of the candidates was 48.95. The youngest candidate was 27 years old (in Na Cang village, Quang An commune), and the oldest was 68 years old (in Le Luong neighborhood, Dam Ha town). 13 out of 70 candidates held intermediate-level political theory certificates, 51 had basic-level certificates, and the remaining 6 met the criteria and conditions to participate in the basic-level training course.

The model of having the Party branch secretary also serve as the village/hamlet/neighborhood head has been implemented in 100% of villages/hamlets/neighborhoods in Dam Ha district since 2017 and will continue to be applied for the 2025-2027 term. Specifically, capable and reputable Party members in the residential area will be selected and nominated by the village's Fatherland Front committee through consultation with the people to be elected as village/hamlet/neighborhood heads.   new term   Through objective, democratic, and transparent procedures, the successful candidate will then be nominated by the Party committee to be elected as the Party branch secretary.

The process of nominating and selecting personnel is conducted democratically, openly, and transparently, with standards and quality as the central focus. This allows the people to choose capable, enthusiastic individuals who are worthy of being their support and contributing to the development of their villages, hamlets, and neighborhoods.

In reality, the model of having the Party branch secretary also serve as the village/hamlet/neighborhood head is one of the practical solutions to enhance the role and effectiveness of Party branch leadership and promote the responsibility of the head of each community. Through streamlining the "points of contact," the implementation of tasks from the Party committee and local government at the commune level to the community level becomes faster and more efficient. The responsibility of the head increases, and the resolutions of each Party branch become more vibrant and highly feasible.

This has contributed to Dam Ha district effectively carrying out its political tasks, notably the concerted efforts of the entire political system and all sectors of the population in land clearance, building cultural life, and protecting the environment. Some residential area Party branches have consistently been shining examples in various patriotic emulation movements, as well as in economic development, environmental protection, maintaining security and order, and promoting education and talent development.

Mr. Nenh Quoc Sinh, Head of the District Party Committee's Mass Mobilization Department and Chairman of the Dam Ha District Fatherland Front Committee, stated: "In our role, the District and commune-level Fatherland Front Committees will participate in monitoring the entire process before, during, and after the election to ensure that all procedural steps proceed smoothly and meet requirements, and to promptly address any difficulties and obstacles at the grassroots level. Working groups will directly visit local areas to gather progress reports and results, combined with unannounced on-site surveys in a number of villages, hamlets, and neighborhoods. Currently, the focus is on monitoring the preparation and posting of voter lists and candidate lists; and the resolution of complaints, denunciations, and petitions related to candidates and voters."

The monitoring plan during and after election day has also been quite comprehensive, including aspects such as organization, decoration, and the performance of duties by the Election Committee; the arrangement of the opening area and polling area; plans to ensure security and order at polling stations and areas; the opening of ballot boxes and vote counting, witnessing the vote counting; recording minutes and election results, etc.

In addition, the review and preparation of material conditions for the election have been carried out seriously and meticulously by the localities. With thorough preparation from an early stage, it is believed that the election of village, hamlet, and neighborhood heads in the province will truly become a festival for all the people, contributing to the success of the Party branch congress for the 2025-2027 term in Dam Ha district as well as throughout the province.

Based on the projected personnel, Quang Ninh province implements the personnel selection process for village, hamlet, and neighborhood heads in six steps, including: preparing personnel for the new Party branch committee; organizing Party branch meetings; holding meetings of the Front Committee, consulting with representatives of households; reporting to the Party committee; and organizing elections.

The Department of Internal Affairs proactively coordinated with the People's Committees of districts, towns, and cities to conduct training and provide guidance on election procedures to each commune level and those directly involved in election work; organized survey teams to gather information in localities; and established a Zalo group "Election of Village Heads" connecting the specialized departments of the Department of Internal Affairs and the Internal Affairs Departments of 13 localities to promptly exchange information, understand the situation, and provide timely and proper guidance on election procedures.
