On September 26, Dam Ha District Party Committee held a conference to disseminate and guide the implementation of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; deploy Plan No. 466-KH/HU dated July 29, 2024 of the District Party Executive Committee on grassroots-level Party Congresses, the 26th District Party Congress, term 2025-2030.

At the conference, delegates were informed and implemented the core issues of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and Plan No. 466-KH/HU dated July 29, 2024 of the District Party Executive Committee on grassroots-level Party Congresses, the 26th District Party Congress, term 2025-2030.

It emphasizes that the work of preparing and organizing Party Congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels; ensuring safety, practicality, efficiency, no formality, resolutely fighting waste and negativity. Continue to improve the leadership capacity, governance, and fighting strength of Party organizations and Party members; consolidate and strengthen the great national unity bloc and the trust of cadres, Party members and people in the Party. Personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels, promote the role and responsibility of the collective leadership and heads according to regulations, ensure the succession, innovation and continuous development of the cadre team.

During the preparation and implementation of the congress, it is necessary to regularly do well in political and ideological work, especially information and propaganda work, to ensure high solidarity and unity; to actively push back negativity, to use "good" to eliminate "bad"; to attach importance to and focus on leadership and direction to successfully complete political tasks, develop socio -economy, ensure national defense and security... of localities, agencies and units, in conjunction with promoting patriotic emulation movements...

According to the plan, the Congresses of Party cells under the grassroots Party Committees will be held from January 2025 and completed before February 28, 2025. Continue to implement the model of Party cell secretary, who is also the head of the village, hamlet, and neighborhood according to the model of "People trust - Party nominates", electing the head of the village, hamlet, and neighborhood on the same day, then simultaneously holding the Party cell congresses of villages, hamlets, and neighborhood, completed before January 15, 2025. The congresses of grassroots Party cells will be held in April 2025 and completed before April 29, 2025; the grassroots Party cell will hold the model congress in March 2025. The grassroots Party Congress will start from April 2025 and completed before May 15, 2025; the grassroots Party Committee will hold the model congress in March 2025. The District Party Congress is expected to be held in late July and early August 2025.

The grassroots Party Congress and the district Party Congress carry out 4 contents: Summarizing the implementation of the Resolution of the Party Congress (grassroots Party cell) for the 2020-2025 term; determining the directions, goals, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th National Party Congress and documents of the directly superior Party Congress. Electing the Party Executive Committee and grassroots Party cells for the 2025-2030 term; electing delegates to attend the superior Party Congress.
