On the afternoon of May 21, Deputy Prime Minister Tran Hong Ha chaired a national online meeting to listen to reports and give opinions on the draft Decree detailing a number of articles of the Housing Law on housing ownership, housing development, management, operation, use of housing, housing transactions and state management of housing.

According to the report of the Ministry of Construction , the development and promulgation of the Decree aims to specify the contents stipulated in the Housing Law assigned by the National Assembly to the Government for detailed and specific regulations, as a legal basis for implementation; at the same time, overcome limitations and shortcomings in practice; continue to improve the investment and business environment, simplify administrative procedures and ensure consistency and unity in the legal system.
The drafting of the Decree ensures consistency and consistency with relevant legal documents (such as land law, investment law, public asset management and use law, real estate business law, construction law, etc.); decentralization, delegation of authority, and strengthening of responsibility of all levels and local authorities in the field of housing development and management.
Deputy Prime Minister Tran Hong Ha requested the drafting agency to focus on clarifying the new contents and policies; fully report on the methods of receiving and explaining each issue with different opinions.
Many current and new housing policies and contents have been institutionalized in a more specific, detailed and complete manner in the draft Decree. Specifically: Procedures related to foreign housing ownership; procedures for building and adjusting provincial housing development programs and plans; stages of housing construction investment projects; procedures for developing and managing public housing, resettlement housing, multi-storey and multi-apartment housing. In addition, there are methods for mobilizing capital for housing development; regulations on converting housing functions; management and use of public housing; classification and management of apartment buildings.

At the meeting, a number of opinions discussed and clarified regulations on housing ownership by foreign organizations and individuals and requirements for ensuring national defense and security; the basis for developing provincial housing programs and plans; the consistency and compatibility of regulations on preparing housing construction investment projects with land and investment laws; and simplifying procedures for investing in the construction of public housing.
At the same time, discuss: Methods of renting, leasing, purchasing commercial housing, arranging social housing for resettlement; procedures for building multi-storey, multi-apartment houses as commercial housing projects; the necessity of regulations on classifying apartment buildings as well as the requirement to add green, environmentally friendly criteria; the relationship between investors and residents sharing responsibilities and conditions to ensure the operation and management of apartment buildings...
Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to continue researching and fully absorbing opinions from localities, associations, and businesses to thoroughly resolve practical difficulties and problems related to housing management and development, ensuring that when the Decree is issued, it will be implemented smoothly and conveniently.
The Ministry of Construction works with the ministries of Finance, Natural Resources and Environment, Planning and Investment, National Defense, Public Security, State Bank, etc. to agree on solutions to issues with different opinions, ensuring connection and consistency with relevant laws.
