Urgently fix the power outage on the 110kV underground cable line Ha Tien - Phu Quoc

An Giang province assigned the Department of Construction, the Department of Industry and Trade and relevant units to urgently fix the power outage on the 110kV Ha Tien-Phu Quoc underground cable line to soon ensure power supply for Phu Quoc special economic zone, serving people's lives and production and business activities.

At the same time, clarify the causes and responsibilities of relevant organizations and individuals. In case there are signs of criminal violations, the report proposes transferring them to the investigation agency for handling according to the provisions of law.

Accordingly, relevant functional sectors and units support and create all favorable conditions, necessary means and equipment for An Giang Electricity Company in the process of investigating the cause and fixing the incident of the 110kV Ha Tien-Phu Quoc submarine cable.

On the other hand, the Department of Industry and Trade coordinated with An Giang Electricity Company to implement a temporary plan to supply electricity to Phu Quoc special zone while handling and fixing this underground cable problem.

According to the Department of Industry and Trade of An Giang province, at 1:15 p.m. on November 29, 2025, an incident occurred on the 110kV Ha Tien-Phu Quoc underground cable line, leading to widespread power outages in many areas in the Phu Quoc special economic zone including: Duong Dong, Cua Can, Cua Duong, Ham Ninh and the entire North Island area.

The cause of the 110kV underground cable incident was that Thuan Thanh Kien Giang Construction Design Consulting Co., Ltd., the contractor for the coastal main road project to the center of Ha Tien ward, was driving steel piles on the platform about 300-400m from Ha Tien beach in the cable route safety corridor.

This sea area has been notified by the Southern Maritime Safety Corporation about the area of ​​operation of the underground power cable line and instructed watercraft to absolutely not drop anchor, anchor or drop nets to catch aquatic products in an area with a width of about 500m on each side along the cable line.

After inspection, the authorities determined that the steel pile driving on the floor was the cause of the incident on the 110kV Ha Tien-Phu Quoc underground cable.

Due to the incident, An Giang Electricity Company had to isolate the underground cable, about 29,400 customers lost power when the 110kV Ha Tien-Phu Quoc underground cable incident occurred.

According to the leader of the Department of Industry and Trade, in order to temporarily supply electricity to minimize power outages due to incidents, An Giang Electricity Company has transferred part of the load from the 110kV Phu Quoc transformer station to receive electricity from the 110kV Nam Phu Quoc transformer station via the 22kV line to restore power supply to the maximum possible level.

However, the transmission capacity is only about 36MW compared to the load demand before the incident of 76MW (equivalent to about 47.4%); at the same time, coordinate with the People's Committee of Phu Quoc special economic zone to mobilize large enterprises and customers with reserve power to operate generators to reduce pressure on power supply.

Next, the electricity industry mobilized about 20 mobile generators of the industry in the Southern region to support. Currently, all residential and commercial customers on Phu Quoc Island have been supplied with electricity; of which, customers in the Northern region of Phu Quoc Island are supplied with electricity in rotation, about 7,530 customers.

It is expected that on December 2, 2025, at least 15 generators will be mobilized to supply electricity to the North Ganh Dau area of ​​Phu Quoc island.

According to the Department of Industry and Trade of An Giang province, after consulting with specialized units and companies with experience and capacity in constructing and handling 110kV underground cables nationwide, the Southern Power Corporation agreed on a plan to temporarily supply electricity in the shortest time to restore power to Phu Quoc special economic zone.

Specifically, sandblasting and pulling the underground cable out of the water; cutting the underground cable in half at the incident location with a specialized cutting machine; manufacturing and assembling 4 temporary pillars and 1 platform to pull the 110kV overhead line from the shore pillar to the incident underground cable connection location.

At the location of the platform, the overhead line will be connected to the 110kV underground cable towards Phu Quoc (after cutting off the damaged section and handling and installing the underground cable head).

In addition, many other tasks will be carried out in parallel to speed up the progress of troubleshooting the 110kV Ha Tien-Phu Quoc underground cable line to soon complete it to provide stable electricity to Phu Quoc special economic zone./.
