Urgently prepare the feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project.

On the evening of September 7th, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting to review and further promote the implementation of the North-South high-speed railway project and the Lao Cai-Hanoi-Hai Phong railway line, including the construction status, appraisal and publication of high-speed railway standards and regulations, and allocation of capital for the projects.

Also attending were Comrade Le Hoai Trung, Secretary of the Central Committee of the Party and Acting Minister of Foreign Affairs ; and Comrades Bui Thanh Son and Nguyen Chi Dung, members of the Central Committee of the Party and Deputy Prime Ministers.

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts of the ministries and agencies with positive progress; he assigned the Ministry of Agriculture and Environment to proactively implement tasks related to land, forests, and the environment for the Lao Cai-Hanoi-Hai Phong railway project; and instructed the Ministry of Foreign Affairs and the Ministry of Construction to coordinate with the Chinese side to prepare for the meeting of the Vietnam-China Railway Cooperation Joint Committee, emphasizing that the preparation must be very specific, including the selection of consultants.

The Prime Minister requested the Ministry of Construction to urgently prepare a feasibility study report to commence the Lao Cai-Hanoi-Hai Phong standard gauge railway project on December 19, 2025; to coordinate with the Ministry of Science and Technology to complete the publication of standards and regulations in October as prescribed by law; to coordinate with the Ministry of Agriculture and Environment on matters related to route alignment, land, forests, and the environment; and to coordinate with localities to proactively clear land in accordance with the National Assembly's Resolution.

The Prime Minister also issued directives regarding the allocation of funds for the project, including proactively securing public investment, proposing loan sources (including funding from the Asian Infrastructure Investment Bank); and technical design…

The Prime Minister assigned the Deputy Prime Ministers to directly oversee specific related areas, with the Government Office monitoring and urging compliance; requiring ministries and agencies to report weekly on assigned tasks; and to resolve difficulties and obstacles within their authority, or report to higher authorities for consideration and decision if the matter exceeds their authority.
