The comrade requested that districts, towns, and cities continue to vigorously implement emulation movements. They should effectively implement the State's policies and laws on emulation and commendation. They should effectively carry out the patriotic emulation movement in building the Party and government. They should intensify the fight against corruption, negative phenomena, and social evils. They should effectively implement the reorganization of commune-level administrative units. They should improve the effectiveness and efficiency of leadership, direction, and management in the performance of duties by cadres, civil servants, and public employees. They should review the tasks and targets for 2024 and effectively achieve the set goals. The goal is for the emulation bloc of districts, towns, and cities to become the key emulation bloc of the province.

From now until the end of the year, the emulation bloc of districts, towns, and cities will continue to launch emulation movements and campaigns, striving to achieve high results with the spirit of "Everyone competes, every household competes, every sector competes" to quickly overcome the economic downturn.

Innovate the content and methods of organizing emulation movements with the theme "Unity, innovation, creativity, and emulation to build Hai Duong province into a rapidly and sustainably developing province." Promote, identify, nurture, and replicate advanced models, new initiatives, and new factors. Pay attention to agricultural production, implement crop restructuring towards expanding the area of high-economic-value crops; and strengthen measures to increase budget revenue.

Improve the quality of cultural, artistic, sports , and media activities; effectively implement social welfare policies, paying attention to policy beneficiaries, war veterans, and the poor.

Strictly implement the Law on Receiving Citizens' Petitions; effectively handle complaints and denunciations from citizens. Promote and improve the quality of administrative reform.

Strengthen and improve the quality of operation of the Emulation and Commendation Councils at all levels. Train and cultivate cadres and civil servants working in emulation and commendation who possess the qualities, work capacity, and sense of responsibility to meet the requirements of the task.

Since the beginning of the year, the emulation bloc of districts, towns, and cities has effectively implemented emulation movements launched by various levels. Total budget revenue of localities reached over 14,000 billion VND, exceeding 70% of the projected target, an increase of nearly 39% compared to the same period last year. Total industrial production value is estimated at over 180,000 billion VND, an increase of 14% compared to the same period.
