These are some of the contents in the guidance document on some activities at the beginning of the school year for primary school students and preparation for the 2024-2025 school year. The Ho Chi Minh City Department of Education and Training requests that the heads of the Education and Training Departments of Thu Duc City and other districts; and the principals of multi-level schools (including primary schools) seriously implement these guidelines.

The first class of the morning starts at 7:30.

In a document issued yesterday afternoon, August 30, 2024, the Deputy Director of the Ho Chi Minh City Department of Education and Training, Nguyen Bao Quoc, requested that schools ensure the following daily schedule for primary schools with two sessions per day: The first lesson of the morning should start at 7:30 AM and no later than 7:45 AM. The first lesson of the afternoon should start no earlier than 1:30 PM.

"The principal should proactively arrange the school's plan, build a flexible and appropriate timetable, with a minimum of 7 lessons per day, encouraging 4 lessons in the morning and 3 lessons in the afternoon. In addition to the 7 lessons in the general education program each day, the school can develop its own program and plan to organize additional activities depending on the needs and abilities of students and in agreement with parents," the Ho Chi Minh City Department of Education and Training instructed.

"After school each day, the school can develop plans to organize after-school clubs for students until they are picked up. These plans must be approved by the competent authority before implementation," the leader of the Department of Education and Training emphasized.

The principal is responsible for collaborative activities.

Regarding the implementation of tasks for the 2024-2025 school year, the Department of Education and Training requests that all units develop and implement a plan for digital citizenship skills education in accordance with Circular No. 3899/QD-BGDĐT dated July 30, 2024, of the Ministry of Education and Training on guiding the implementation of digital citizenship skills education at the primary school level.

"Equipping students with digital citizenship skills helps them develop the skills and abilities to learn, live, and work safely and effectively in the increasingly developing digital environment, based on the digital competency framework for secondary school students; suitable to the psychological characteristics and cognitive development level of primary school students and the conditions of the school; ensuring the goals and requirements of related subjects/educational activities; promoting integrated teaching and STEM education; and avoiding pressure and overload for students and teachers," the head of the Department emphasized.

In addition, the Department of Education and Training also requested schools to proactively develop school education plans and school programs to organize educational activities for students such as enhanced English teaching, teaching English through mathematics and science, organizing life skills education, STEM education, and digital citizenship skills education.

Notably, the Department stated that school principals are responsible for and must strengthen the inspection of competency profiles; the validity period of operating licenses; the legality of programs that have been assessed/approved/evaluated (life skills, STEM, digital citizenship skills, foreign language teaching, computer science, etc.); personnel (teachers/presenters/coaches/collaborators) whose names are on the approved list for licensing; and the facilities of affiliated units.

The school program must be approved by the Department of Education and Training before organizing educational activities in primary schools, in accordance with Circular 04/2014/TT-BGDĐT dated February 28, 2014, of the Ministry of Education and Training on Regulations on managing life skills education activities and extracurricular education activities, and Decree No. 24/2021/NĐ-CP dated March 23, 2021, regulating management in public preschool and general education institutions...
