Immediately review parking lot planning; adjust and supplement parking lot plans to ensure feasibility; develop specific plans and solutions, focusing on investing in parking lots to meet the required ratio, especially prioritizing immediate and timely investment to meet the needs of people in large cities, densely populated areas, and industrial zones.
Inspect and review all aspects of licensing, management, exploitation, and operation of parking lots (including the temporary use of roads and sidewalks for parking vehicles), especially fire prevention and control; rectify the licensing and management of parking lots at the ward and commune levels, and absolutely not allow the existence of unauthorized parking lots that do not comply with the law.
Fully promulgate regulations on the content and responsibilities in the management and protection of road infrastructure in the area; strengthen road and bridge patrols and inspections to promptly detect and prevent encroachment, illegal use, and construction within the protected area of road infrastructure, especially in the areas under bridges, in order to ensure traffic safety and road infrastructure safety.
Strictly handle violations related to encroachment, illegal use, and construction within the protected area of road infrastructure; violations of fire safety regulations; and cases of using the area under bridges and roads as illegal parking lots. Effectively disseminate information to the public... Strictly hold the Chairman of the People's Committee at the commune level accountable if repeated violations of using the area under bridges and roads as parking lots occur, causing road safety hazards.
