In recent days, a 2km section of the main road in Tu Nhien commune (Thuong Tin district, Hanoi ) has been undergoing renovation and upgrading. According to Decision No. 519/QD-QLDA dated October 12, 2022, approved by Mr. Tu Ngoc Thanh - Director of the Investment and Construction Project Management Board of Thuong Tin district, the joint venture of Tan Dat Investment Construction and Service Co., Ltd. and Trung Son Trade and Construction Co., Ltd. won Package No. 8 for the entire construction and upgrading of the 2km main road in Tu Nhien commune (from the market intersection to the inter-communal road Hong Van - Tu Nhien - Chuong Duong, Thuong Tin district, Hanoi) with a total value of VND 53,874,226,374 (nearly VND 54 billion).

According to the project requirements, the items to be completed include: road surface, sidewalks, drainage, landscaping; road embankment, lighting, and traffic management. At the project site, reporters observed the contractor currently working on several items: road surface, sidewalk drainage, and road embankment. The sidewalk drainage is almost complete, and workers are now finishing sections of the road embankment and compacting the road surface near the market intersection.

However, according to local residents, the construction is currently facing several worrying issues. Specifically, some construction items, such as the manually laid sloping embankment, are showing many signs of irregularities.

According to the design, the retaining wall was to be built manually by workers, but according to the reporter's observations at the project site, the workers only stacked the rubble stones along the slope and used very little mortar to connect the joints. In some sections, the workers even stacked the rubble stones to completely cover the slope and only finished the mortar joints on the surface.

Near the market intersection, the construction unit is using a roller to compact the crushed stone base for the widened road surface. Reporters observed a significant amount of construction waste along the length of the road being compacted, especially near the embankment. According to the approved drawings, this road widening project requires the use of K95 sand for backfilling.

According to an expert in the construction and design field, construction not adhering to the design is extremely dangerous. The design firm has made accurate and sufficient calculations for the project to ensure its practicality, efficiency, and safety when put into use. Any deviations from the design or substitution of materials during construction need to be clarified promptly to ensure the quality and quantity of the project conform to the approved design.

On the afternoon of November 3rd, in an interview with Nguoi Dua Tin, Mr. Le Anh Tuan, Deputy Director of the Investment and Construction Project Management Board of Thuong Tin District, stated that according to the design, the slope paving will be done with rubble stone and the inner part of the embankment will be filled with K95 sand. All construction items will have on-site supervision by a consultant. "The construction and paving of the embankment absolutely require mortar for bonding," Mr. Tuan affirmed.

Regarding the reporter's question about whether the use of very little mortar in the construction of the sloping embankment using rubble stones ensures compliance with the design specifications, the Deputy Director of the Investment and Construction Project Management Board of Thuong Tin District affirmed: "We will work with the contractor and the supervisory consulting unit to review and evaluate the construction site. Accordingly, if the work meets quality standards, we will proceed with acceptance testing, while for any work that does not meet the standards for the embankment slope, we will require it to be dismantled and redone."

As for the sand containing debris, that's not guaranteed to be clean. The on-site supervisor will require that 100% of these areas be removed. "At the time the reporter recorded this, the unit hadn't removed them yet," Mr. Tuan said.

However, after the reporter returned to the construction site, only a few groups of workers were present. The rest of the site was devoid of any personnel from the consulting and supervision unit. "This morning, we saw someone from the consulting and supervision unit here, but they left after a short while and haven't been seen since," a worker shared.

The construction workers were not wearing any personal protective equipment, and there was no supervisory consultant around the construction site.

In the bidding process for the renovation of the main road in Tu Nhien commune, BETA Construction Investment Project Management Consulting Joint Stock Company was awarded the supervision contract for 1.212 billion VND.

According to our investigation, Tan Dat Investment Construction and Service Co., Ltd. is located at 35 Nguyen Du Street, Thuong Tin Town, Thuong Tin District, Hanoi. Established on November 5, 2015, its legal representative is Mr. Bui Huu Chinh.

Since its establishment in 2015, this company has won 7 contracts at the Thuong Tin District Investment and Construction Project Management Board with a total value of approximately 192 billion VND.

Regarding Trung Son Trading and Construction Co., Ltd., this company is located in Phu Coc village, Ha Hoi commune, Thuong Tin district, Hanoi. Notably, this company also won 18 bidding packages at the Thuong Tin District Investment and Construction Project Management Board with a total value of approximately 342 billion VND.
