The announcement stated: Tra Vinh province has a unique ethnic position, important geopolitical and strategic economic, defense, and security importance; a long coastline, making it a key province for the marine economy; great potential for high-value agricultural, aquatic, and marine products; the province has a significant advantage in renewable energy resources to become an energy center; potential for developing eco-tourism, cultural, and historical tourism based on its unique natural conditions and multi-ethnic culture; abundant young labor force; the people of Tra Vinh are humane, righteous, courageous, simple, open-minded, with a revolutionary tradition, unity, effort, determination, and a desire for development.

Over the years, the Party Committee, government, and people of Tra Vinh province have demonstrated unity, high determination, breakthrough thinking, dynamism, creativity, and diligent efforts, achieving many important results. In the first nine months of 2023, GRDP growth reached 8.51% (ranking 2nd out of 13 provinces in the Mekong Delta and 11th out of 63 nationwide), with industry growing by 17.39% and agriculture, forestry, and fisheries by 2.04%; budget revenue reached 100.28% of the plan, an increase of 24.08%; and capital disbursement reached 52.54%. The new rural development program has achieved positive results, with 8 out of 9 district-level units recognized as meeting the standards and completing the new rural development tasks; 85 out of 85 communes have met the new rural development standards, striving to achieve the status of a New Rural Development Province by 2024. Cultural, social, educational , health, and labor sectors received attention; policies for ethnic minorities and poverty reduction were implemented comprehensively, and the material and spiritual lives of the people were improved. However, alongside the achievements, Tra Vinh still faces several shortcomings, limitations, and challenges that need to be overcome, such as: Economic growth not commensurate with its potential and strengths; infrastructure not yet synchronized, especially the province's main transportation routes, which are still lacking and not connected to the main transportation axes of the region and the country; the business situation of enterprises still faces difficulties; per capita income remains low; some projects are behind schedule; and the advantages in transportation, logistics, and energy have not been fully exploited.

Overcome all limitations and shortcomings.

The Prime Minister requested that in the coming period, Tra Vinh province thoroughly understand and effectively implement the goals, tasks, and solutions set forth in the Resolution of the 13th National Congress of the Party, Resolution No. 13-NQ/TW dated April 2, 2022, of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region, the 10-year socio-economic development strategy 2021-2030, and the Resolution of the Tra Vinh Provincial Party Congress for the 2020-2025 term.

Promoting the spirit of solidarity, self-reliance, and self-improvement, rising through hard work and intellect, using internal strength, without waiting or avoiding challenges; overcoming limitations and shortcomings, and summarizing experiences, promoting good models and effective methods. Issues that are mature, clear, proven correct in practice, effectively implemented, and supported by the majority should continue to be implemented; issues without regulations or with outdated regulations should be boldly piloted, learning from experience as they go, without perfectionism or haste. Effectively implement strategic priorities to create breakthrough and sustainable development, based on the following pillars: (i) High-tech agriculture with an agricultural economic mindset; (ii) Marine economy as a driving force; (iii) Industry focused on agricultural product processing and renewable energy; (iii) Promoting green growth, digital transformation, innovation, and high-quality human resources; (iv) Synchronized and modern investment in technical infrastructure, social infrastructure, and urban areas.

Simultaneously, effectively exploit the potential and advantages of the region's waterway transportation, connecting effectively with economic centers. Develop a synchronized transportation network and socio-economic infrastructure. Focus on promoting the three drivers of growth (investment, consumption, and exports); effectively exploit domestic and foreign markets; decisively accelerate the disbursement of public investment capital; promptly resolve difficulties and obstacles, and promote production and business. Diversify resources, effectively mobilize investment resources, and promote and attract foreign investment.

Focus on developing processing industries, high technology, and renewable energy. Develop organic and sustainable agriculture, applying high technology and added value, linked to brand building, forming key industry chains, developing e-commerce, and further promoting OCOP products. Develop tourism based on effectively exploiting historical values, traditions, and cultural identity.

Strongly innovate the thinking, leadership methods, management, and administration of all levels of government. Focus on environmental protection and pollution control; responding to natural disasters, climate change, and landslides; ensuring social security and poverty reduction; effectively implementing policies for war veterans and social welfare beneficiaries; and doing a good job in ethnic and religious affairs. Concentrate on investing in training high-quality human resources, diversifying forms and improving the quality of vocational training to meet the needs of the labor market and socio-economic development requirements. Ensure national defense and security; maintain social order and safety; effectively prevent and combat all types of crime; and strengthen foreign relations.
