Kon Tum: Streamlining personnel and simplifying the administrative apparatus.

According to the Deputy Director of the Department of Internal Affairs of Kon Tum province, from 2022 to the end of 2024, Kon Tum province reduced 277 staff positions, including 96 civil servants and 181 public employees in the local government sector.

In accordance with Resolutions 18-NQ/TW, 19-NQ/TW, and 39-NQ/TW of the Central Committee of the Communist Party of Vietnam, Kon Tum province has, in recent years, promoted the arrangement and placement of cadres to suit their work; while simultaneously reducing the number of personnel and positions.

Therefore, streamlining the organizational structure to be more efficient and effective serves as a prerequisite for the province to develop a plan for reducing the number of personnel and streamlining the organizational structure for the next phase, in accordance with the directives of General Secretary To Lam .

According to Mr. Vo Sy Chung, Deputy Director of the Department of Internal Affairs of Kon Tum province, from 2022 to the end of 2024, Kon Tum province reduced 277 staff positions, including 96 civil servants and 181 public employees in the local government sector.

The province has reorganized its structure and reformed the operational mechanisms of the Provincial Committee for the Protection and Care of Cadre Health; merged the Party Committee of the Provincial Agencies Bloc and the Party Committee of the Provincial Enterprises Bloc into the Party Committee of the Provincial Agencies and Enterprises Bloc; appointed the Party branch secretary to also serve as the village head; and reorganized the Provincial Party Committee Office.

In 10 out of 10 districts and cities, the head of the Party Committee's Propaganda Department also serves as the Director of the District-level Political Center; in 9 out of 10 districts, the head of the Party Committee's Mass Mobilization Department also serves as the Chairman of the Vietnam Fatherland Front Committee at the district level; the Provincial Party Secretary also serves as the Chairman of the Provincial People's Council; in 4 out of 10 Party Secretaries, the Chairman of the People's Council also serves as the Chairman; and a pilot program of the Party Secretary also serving as the Chairman of the People's Committee at the commune level is being implemented in the Party Committee of Dak Pet commune (Dak Glei district) and Dak To town (Dak To district).

The Provincial People's Committee reorganized 19 out of 20 specialized agencies, reducing 43 subordinate units, 32 heads of departments, 37 deputy heads of departments, and 56 specialized departments; established the Office of the National Assembly Delegation and the Provincial People's Council by merging the Office of the National Assembly Delegation and the Office of the Provincial People's Council. Public service units were reorganized, reducing 117 units under the management of the Provincial People's Committee; villages and residential areas were merged, resulting in 756 villages and residential areas, a reduction of 118 villages and residential areas.

Specifically in 2024, three agencies were reorganized to comply with new central government regulations and meet the demands of the new situation. Regarding public service units, the restructuring resulted in a reduction of 35 units; one public service unit was converted into a single-member limited liability company.

"The restructuring and streamlining of the apparatus has yielded positive results. After the restructuring, the apparatus has become increasingly streamlined, improving the effectiveness and efficiency in performing tasks; the restructuring and downsizing of personnel have contributed to creating favorable conditions for reviewing and assigning civil servants and public employees to positions that match their job requirements," Mr. Vo Sy Chung assessed.

The Deputy Director of the Department of Internal Affairs of Kon Tum province also stated that, during the restructuring process, due to the Central Government regularly issuing documents to guide localities in implementation; the Provincial Party Committee and the Provincial People's Committee have given decisive direction, and units and localities have agreed in the implementation, so the restructuring and streamlining process has encountered many favorable conditions.

However, it cannot be denied that the process of streamlining the organizational structure still faces many difficulties. For example, some sectors and fields have not yet received guidance from the Central Government on the list of essential basic public service activities using state budget funds. Therefore, the restructuring of public service units in the province, as stipulated in Resolution 19-NQ/TW, remains largely mechanical. After restructuring, many units still face difficulties in staffing to carry out their tasks; local units submitting applications for staff reduction mainly do so through voluntary early retirement.

Furthermore, achieving financial autonomy goals in public service units faces many difficulties, especially in provinces with challenging economic and social conditions and low income levels, such as Kon Tum province. This makes it less favorable for socializing, mobilizing, and exploiting revenue from service and business activities of public service units compared to provinces in the delta region and provinces with strong economic development potential and higher incomes.

Furthermore, the majority of public service units are primarily funded by the state budget, focusing on education and training. Their function is to provide basic and essential public services, ensuring sufficient budget to implement these services according to the current budget management decentralization.

According to Mr. Vo Sy Chung, in 2025, Kon Tum province will continue to direct and implement the personnel downsizing plan for the period 2022-2026 in accordance with the regulations in Decision No. 72-QD/TW dated July 18, 2022 of the Politburo and Plan No. 79-KH/TU dated January 13, 2023 of the Provincial Party Committee on the management and use of personnel for the period 2023-2026.

“Kon Tum province has determined that by 2026, the entire political system of the province will continue to streamline at least 5% of its staff, equivalent to a reduction of 96 positions, and at least 10% of its staff receiving salaries from the state budget, equivalent to 1,426 positions. During the 2025-2030 term, the province will continue to implement staff reduction according to the directives and guidance of competent authorities to further restructure and reorganize the staff to suit new needs and circumstances,” affirmed the Deputy Director of the Department of Internal Affairs of Kon Tum province.

Recently, at the 8th session of the 12th term of the Kon Tum Provincial People's Council, the Provincial Party Secretary and Chairman of the Kon Tum Provincial People's Council, Duong Van Trang Nam, stated that 2025 is the final year of the 2020-2025 term, and the workload for units and localities is enormous. Along with effectively directing and preparing all necessary conditions, and striving to achieve the highest possible results for the targets set by the Party congresses at all levels, the province needs to carry out two very important tasks: streamlining the political system and eliminating temporary and dilapidated houses in the province...

“Immediately after the Central Committee issued its official policy and directive on restructuring and streamlining the organizational apparatus, I propose that all levels, sectors, and People's Council representatives, especially the provincial People's Council representatives who are heads of localities and units, must thoroughly understand and exemplify the effective implementation of this particularly important policy,” emphasized Duong Van Trang, Secretary of the Provincial Party Committee and Chairman of the Kon Tum Provincial People's Council.

On the morning of December 13th, the Provincial Party Committee held a conference to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam, "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient." At this conference, Kon Tum Provincial Party Secretary Duong Van Trang reiterated that cadres, civil servants, and public employees must recognize that reorganizing and perfecting the organizational structure of the political system to be streamlined, effective, and efficient is a particularly important task, a revolution in streamlining the organizational structure of the political system; it is necessary to urgently implement the work in the spirit of "running and queuing at the same time"; the provincial level should not wait for the district level, and the district level should not wait for the grassroots level.

Kon Tum Provincial Party Secretary Duong Van Trang emphasized that reforming the organization and improving its effectiveness and efficiency is absolutely necessary and has profound political and economic significance, contributing to the development of the province in particular and the country in general; the process of implementing organizational restructuring and the reorganization of agencies, units, and localities must ensure the rights and interests of cadres, civil servants, and employees.
