Kinhtedothi - On the afternoon of December 6th, Vice Chairman of the Hanoi People's Council Pham Qui Tien chaired a meeting to provide information on the 20th session (the regular year-end session) of the Hanoi People's Council, 16th term, 2021-2026.


At the meeting, Nguyen Ngoc Viet, Chief of Staff of the National Assembly Delegation and Hanoi People's Council, provided information on the content and program of the session. Accordingly, the 20th session of the Hanoi People's Council is expected to take place from December 9th to 12th to consider 57 items, including 26 reports and 31 items for issuing resolutions.

Questions regarding environmental and transportation issues.

Specifically, the Hanoi City People's Council will consider 26 reports on the implementation of the socio- economic development plan for 2024 and the socio-economic development tasks for 2025 of Hanoi City; reports on the direction and management work of the Hanoi City People's Committee in 2024 and directions and tasks for 2025; and reports on the activities of the Hanoi City People's Council in 2024 and key tasks for 2025.

The report summarizes the opinions and recommendations of voters before the 20th Session of the Hanoi City People's Council; and considers the report on the implementation results of Resolution No. 32/NQ-HĐND dated July 4, 2024, of the Hanoi City People's Council on questioning activities at the 17th Session of the Hanoi City People's Council, 16th term, 2021-2026...

At this session, the Hanoi City People's Council will consider 31 items for the issuance of resolutions, including: a Resolution on the socio-economic development plan for 2025 of the city; a Resolution stipulating the authority in the management and use of public assets under the management of Hanoi City; and resolutions regulating certain expenditure levels under the authority of the Hanoi City People's Council...

Notably, at this session, the Hanoi People's Council will consider several resolutions to implement the Law on the Capital City, including: a Resolution stipulating the management and use of public assets of the Hoa Lac High-Tech Park Management Board; and a Resolution stipulating the compensation for land clearance to be reimbursed to land users, infrastructure usage fees, and wastewater treatment fees at the Hoa Lac High-Tech Park.

At the same time, consider the Resolution on the Regulation of additional income for officials, civil servants, and employees working in State agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose recurrent expenditures are fully covered by the State budget under the management of Hanoi City; the Resolution on the promulgation of the Working Regulations of the Hanoi City People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council delegate groups, and People's Council delegates...

The Hanoi People's Council will dedicate one day (December 11th) to a question-and-answer session on the implementation of socio-economic tasks and pressing issues of concern to the People's Council representatives and voters of the capital city. The session will be broadcast live on Channel 1 of Hanoi Radio and Television.

According to the draft document from the People's Council and through its oversight, the session will focus on re-examining issues that government agencies have not yet resolved or have not fully resolved, with a focus on slow-moving projects in the city; questioning on environmental issues, wastewater, air pollution, waste management, and traffic.

"These are issues that the People's Council is concerned about and has proposed to include in the questioning session at the meeting," said Nguyen Ngoc Viet, Chief of the Office of the Delegation of National Assembly and People's Council of Hanoi City.

Review the provisions of the new law to ensure consistency with the Law on the Capital City.

Responding to a reporter's question about the process of drafting resolutions to implement the Law on the Capital City, the Head of the Legal Affairs Committee of the Hanoi People's Council, Duy Hoang Duong, informed that to implement the Law on the Capital City, the Hanoi People's Council is responsible for drafting 89 resolutions (including 76 normative legal resolutions that must be issued in 2024, completed in 2025 and subsequent years). From the 19th session to the next session, the Hanoi People's Council is expected to issue 17 resolutions.

In addition, the National Assembly has recently enacted many new laws, including several amendments and supplements such as the law on public investment, one law amending nine laws, etc., which will take effect on January 1, 2025. Based on this, the Standing Committee of the Hanoi People's Council also requested the Hanoi People's Committee to review the contents according to the new provisions of the law and report to the Standing Committee of the Hanoi People's Council for amendment, supplementation, and adjustment of the time and plan for promulgation to conform with the provisions of the new law; ensuring that the resolutions of the Hanoi People's Council applying the Law on the Capital City achieve the highest effectiveness, serving the socio-economic development of the Capital City.

In response to a reporter's question about the wastewater treatment situation in the To Lich River and Yen Xa, the Head of the Urban Affairs Committee of the Hanoi People's Council, Dam Van Huan, stated that the city has implemented numerous wastewater treatment solutions, particularly focusing on the Yen Xa wastewater treatment plant project, which has received significant attention. The Yen Xa wastewater treatment system began trial operation on February 1st. The project has basically completed phases 1 and 2; the discharge and intake points related to the To Lich River have also been largely completed.

According to Mr. Dam Van Huan, phases 3 and 4 of the project, funded by ODA, are facing difficulties and obstacles. The Project Management Board has advised the City People's Committee to consider approving package number 3, accelerating the progress of the Yen Xa wastewater treatment plant. At this session, the City People's Council will pass a resolution adjusting the investment policy for this project to expedite its progress.

Concluding the meeting, Vice Chairman of the City People's Council Pham Qui Tien stated that the 20th session (the last regular session of 2024) has many important contents and a large workload. The Standing Committee of the City People's Council, the Committees, and the Office of the National Assembly Delegation and the City People's Council are actively preparing for the session.
