High School Graduation Exam 2025: Beware of AI Cheating

Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that the 2025 high school graduation exam has many new features, including the need to be vigilant against cheating using AI and high-tech devices.

At the training conference on inspection and examination of the 2025 high school graduation exam for departmentsof education and training (GD-DT) and universities held on May 27, Mr. Pham Ngoc Thuong emphasized that solutions to ensure exam safety must aim to prevent from a distance but not cause stress or negativity for candidates.

Anticipate situations to respond

"The training materials for the exam are carefully prepared but cannot cover all the actual situations that occur. Therefore, it is necessary to anticipate everything and have a backup plan, mainly to prevent it. Especially this year, the exam participants need to pay attention to the possibility of using high-tech devices and AI to cheat on exams," Mr. Thuong emphasized at the conference.

At this conference, the security agency also informed about sophisticated electronic devices disguised as various objects that can be used by candidates to cheat and instructed teachers and examiners on how to recognize, check and detect them.

Deputy Minister Pham Ngoc Thuong said that the 2025 high school graduation exam will be held for two groups of students studying the 2006 general education program and the 2018 general education program. Of these, 25,000 students studying the 2006 program are students who have completed the 12th grade program in 2024 but have not graduated or have graduated but retake the exam to use the results for university admission.

For each student, the exam applies different regulations on subjects, tests, and exam questions.

Along with this, localities are also in the process of changing their organizational structure when implementing the policy of streamlining and merging. In which, the core forces ensuring security for the exam, namely the police and inspectors, have changed.

Specifically, the Inspectorate of the Ministry of Education and Training was transferred to the Government Inspectorate , and the inspectorates of the Departments of Education and Training were transferred to the provincial inspectorates.

The police force is also reorganized into a two-tier model. Because of these special features, Mr. Pham Ngoc Thuong said that training and preparation for the exam must be done earlier, more thoroughly, and with clear people and clear tasks.

Important Notes

According to Mr. Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, the exam organizing units must clearly understand the regulations for each group of students taking the exam this year in order to have specific plans.

For candidates taking the 2006 exam, each exam room will have 24 exam codes. For candidates taking the 2018 exam, depending on the exam subject chosen by the candidate at each exam council, the exam code will be printed accordingly, only corresponding to the specific number of candidates in each exam room and each exam subject. For example, if a room has 10 candidates taking the physics exam, only 10 exam codes will be printed instead of all 24 exam codes as last year.

Candidates taking the 2006 program will take 4 exams including literature, math, foreign language and 1 of 2 combined exams including physics, chemistry, biology (natural science exam) and history, geography, civic education (social science exam), while candidates taking the 2018 program will take math, literature, and 2 elective subjects from physics, chemistry, biology, technology, information technology, history, geography, economic education and law, and foreign languages.

With the different characteristics of the two groups of students, the arrangement of the examination room, waiting room, and time for students to be present must be specifically regulated.

Mr. Huynh Van Chuong also noted changes such as in geography, students studying the 2006 program are allowed to bring geography atlases into the exam room and use them, students studying the 2018 program are not allowed to bring atlases into the exam room and use them.

Leaders of the Ministry of Education and Training said that it is expected that before June 20, an online conference will be held to deploy the high school graduation exam between the national exam steering committee and the exam steering committees in localities.
