The Pre-feasibility Study Report on the Vinh - Thanh Thuy Expressway Construction Investment Project presented by Deputy Prime Minister Bui Thanh Son stated that the investment and construction aims to form an East - West horizontal axis connecting with the vertical axis system (North - South Expressway, Ho Chi Minh Road, National Highway 1, coastal road); meet transportation needs, create space and driving force for regional spatial development with a synchronous and modern technical and social infrastructure system; connect the capital Vientiane, Laos and Hanoi, Vietnam, economic centers, seaports; improve competitiveness, create driving force for linkage, promote cooperation and regional development...
The project's starting point intersects with the North-South Expressway in the East, Nghe An province; the end point connects to Thanh Thuy Border Gate Economic Zone, with a total length of about 60km.

Based on transportation needs and the ability to balance resources, the Project proposes to invest in a scale of 4 lanes (B = 22m - 24.75m); locations for deep excavation and elevation of roadbeds and bridges and tunnels on the route with a scale of 6 lanes (B = 29m - 32.25m); site clearance according to the planning of 06 lanes; meeting highway standards with a design speed of 80 - 100km/h.
The project has a total preliminary land area of about 648 hectares, including: rice land about 223 hectares; forestry land about 367 hectares; other types of land according to the provisions of land law about 58 hectares. The number of affected households is expected to be about 2,833 households, resettled about 221 households.
The preliminary total investment of the project is about 23,940.34 billion VND using state budget capital allocated from the central budget revenue increase in 2024; central budget and local budget for the period 2026 - 2030.
The project is expected to be prepared for investment in 2025, implemented in 2026, and completed and put into operation in 2029.
Carefully review and select the optimal route option.
The review report presented by Chairman of the Economic and Financial Committee Phan Van Mai stated that the Committee agreed on the necessity of investing in the Project to concretize the goal of developing a synchronous and modern transport infrastructure associated with the requirements of promoting regional connectivity, international economic integration and ensuring national defense and security in border areas.
However, there are suggestions to supplement and clarify the transportation needs on the East-West economic corridor and the Vinh-Thanh Thuy route in each phase to clarify the necessity and urgency of investing in the Project.

According to the Road Network Planning for the 2021 - 2030 period, with a vision to 2050, the Vinh - Thanh Thuy expressway is about 85km long and has 6 lanes.
However, this phase only invests 60km, with a scale of 4 lanes (the Cua Lo - Vinh section of about 25km has not been invested yet).
Therefore, it is recommended to supplement and clarify. At the same time, it is recommended to carefully review and select the optimal route option, connecting conveniently with seaports, airports, industrial parks, tourism, logistics centers and invest in building a system of rest stops, smart traffic systems, intersections, and synchronous auxiliary works to ensure the synchronous investment efficiency of the Project.

The Committee basically approved the investment of the Project in the form of public investment for the reasons analyzed in the Pre-Feasibility Study Report. There were opinions suggesting to study investment in the form of public-private partnership (PPP), contributing to attracting and mobilizing social resources, reducing pressure on the state budget in the context of the 2025 - 2030 period when resources must be prioritized for many key projects...
