
Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the working session.
– On the afternoon of February 28th, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, worked with the Cao Bang Provincial People's Committee delegation on the investment project for the Dong Dang (Lang Son) – Tra Linh (Cao Bang) expressway passing through Lang Son province. Also present were Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; leaders of several provincial departments and agencies; and leaders of the People's Committees of Trang Dinh and Van Lang districts.
The delegation from the Cao Bang Provincial People's Committee included: Mr. Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Cao Bang Provincial People's Committee; Mr. Hoang Van Thach, Vice Chairman of the Cao Bang Provincial People's Committee; and representatives from several provincial departments and agencies.
The investment project for the construction of the Dong Dang – Tra Linh expressway under the public-private partnership (PPP) model was approved by the Prime Minister in Decision No. 1212 dated August 10, 2020; and the adjusted investment policy was approved in Decision No. 20 dated January 16, 2023. On September 15, 2023, the People's Committee of Cao Bang province issued Decision No. 1199 approving the investment project for the construction of the Dong Dang – Tra Linh expressway under the PPP model (Phase 1).

Comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Cao Bang province spoke at the working session.
According to the report presented at the meeting, on November 27, 2023, the People's Committee of Cao Bang province approved the results of the investor selection; on January 1, 2024, the People's Committee of Cao Bang province, the People's Committee of Lang Son province, and the investor consortium held the groundbreaking ceremony for the project. The project implementation period is 36 months, starting from the date of groundbreaking.
Regarding land clearance work in Cao Bang province, to date, the Cao Bang Provincial Land Clearance Council has handed over approximately 30 hectares to the project investor.

Representatives of Trang Dinh District People's Committee spoke at the meeting.
To ensure the project is implemented on schedule, the People's Committee of Cao Bang province has directed the project preparation unit and the investor to study design options for comparison and selection of the optimal solution, as agreed upon by the leaders of the two provinces at the working meeting on March 17, 2023. Accordingly, the representative of the project consulting unit presented three design options for the bypass section around the Tham Luong dam and Radar Station 59.
After analysis and evaluation, the People's Committee of Cao Bang province proposed that the People's Committee of Lang Son province consider and select option 2. According to this option, the route length is approximately 6.89 km, starting at Km31+700, the route runs diagonally to the right downstream of the Tham Luong dam, closely following the foot of the mountain, avoiding the area affected by the military radar station, then crosses provincial road 226, and the end point of this option terminates at Km38+581.
During the meeting, delegates focused on discussing and analyzing the advantages and disadvantages of the design options, ensuring people's livelihoods and the long-term development orientation of localities affected by the project.

Project investor representative speaks at the meeting
At the end of the working session, the leaders of the People's Committees of the two provinces agreed to continue directing relevant units of both provinces to closely coordinate with the consulting unit to thoroughly study the feasibility of the options. They also agreed to conduct a direct on-site survey of the project area to select the most suitable option before March 6, 2024. Furthermore, they instructed the relevant agencies of both provinces to continue coordinating with the investor to actively carry out the necessary steps for land clearance to ensure the project's progress and objectives are met.
The Dong Dang – Tra Linh expressway project has a length of 93.35 km, starting at the Tan Thanh Border Gate intersection in Van Lang district, Lang Son province, and ending at the intersection with National Highway 3 in Chi Thao commune, Quang Hoa district, Cao Bang province. Of this, the section passing through Lang Son province, specifically Van Lang and Trang Dinh districts, is 51.08 km long. The total investment for phase 1 is VND 14,331 billion, of which the Cao Bang Provincial People's Committee proposed approximately VND 9,800 billion from the provincial budget, and the investor will mobilize over VND 4,451 billion. |
