Provincial People's Committee leaders work with Ninh Son district on national target programs

On August 15th, Mr. Nguyen Long Bien, Standing Committee Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, held a working session with Ninh Son district to review the results of the implementation of the National Target Program for socio -economic development in ethnic minority and mountainous areas and the National Target Program for sustainable poverty reduction (referred to as the two programs) during the first seven months of 2023; and key tasks for the coming period. Leaders from relevant departments, agencies, and units also attended.

According to the Ninh Son District People's Committee, the implementation of projects under the two programs has initially yielded positive results, creating conditions for beneficiaries to develop production, rise out of poverty, have stable housing, improve their material and spiritual lives, and narrow the gap in development levels between regions.

However, regarding disbursement as of July 31, 2023, only 1,832/6,342 million VND of the 2022 extended-term funds have been disbursed, reaching 29%; 3,345/13,490 million VND of the 2023 funds have been disbursed in the first seven months, reaching 25%. The extended-term 2022 and 2023 operational funds have not yet been disbursed. The mobilization of resources from the public and businesses remains low, budget revenue collection is limited; the level of matching contributions from the people is limited, mainly relying on resources from the budget, thus affecting the feasibility and progress of the projects...

Concluding the working session, the Vice Chairman of the Provincial People's Committee requested the Ninh Son District People's Committee to urgently review the list of projects regarding feasibility, effectiveness, and disbursement capacity to propose adjustments and timely decisions to competent authorities, ensuring savings, efficiency, and avoiding waste of state budget resources; focusing on disbursing funds for activities and projects that have sufficient legal basis for implementation in accordance with regulations; striving to achieve 100% disbursement of the capital plan carried over from 2022 to 2023, completing it by September 2023. Continuing to review, consolidate, or establish new (if not already established) working groups to support the implementation and disbursement of funds for the two programs in the locality, ensuring effectiveness, efficiency, and suitability to the actual situation. We propose that the Standing Committee of the District Party Committee and the District People's Council pay more attention to leading and directing the implementation of the programs, especially the inspection and supervision of the implementation by departments, agencies, and localities during the implementation process. The two permanent agencies of the program (the Department of Labor, War Invalids and Social Affairs and the Provincial Ethnic Affairs Committee) are tasked with regularly exchanging information, providing guidance, and resolving difficulties and obstacles faced by localities during implementation; and compiling monthly reports on the results of addressing local difficulties to the Head of the Steering Committee or the Standing Deputy Head.
