
The district-level unit with the highest number of security and order protection teams is Lao Cai City, with 304 teams and 912 members; Si Ma Cai district has the lowest number, with 62 teams and 186 members.

The establishment of security and order protection teams in Lao Cai province is a concrete implementation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, passed by the National Assembly on November 28, 2023; Government Decree No. 40/2024/ND-CP dated April 16, 2024, detailing some provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; and Circular No. 14/2024/TT-BCA dated April 22, 2024, of the Minister of Public Security , detailing some provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
On May 30, 2024, the Provincial People's Council issued Resolution No. 04/2024/ND-HĐND on the establishment and support policies for security and order protection teams in Lao Cai province.

According to Resolution No. 04/2024/ND-HĐND of the Provincial People's Council, each village and residential area in the province shall establish one security and order protection team. Specifically, villages with 350 or more households and residential areas with 500 or more households shall have 4 members, while other villages and residential areas shall have 3 members.
The monthly allowance for members of the security and order protection team in Type 1 villages and residential areas is 1.4 million VND for the team leader, 1.3 million VND for the deputy team leader, and 1.2 million VND for each team member. For other villages and residential areas, the allowance ranges from 1.1 to 1.3 million VND per person per month.

In addition, members of the security and order protection team receive partial support for voluntary social insurance and health insurance contributions; receive compensation when assigned, deployed, or mobilized; and receive support for medical examination and treatment costs and daily meals if they become ill, injured, or die while on duty. In the case of fatal accidents, the family members of the security and order protection team are entitled to death benefits and funeral expenses.
Decision No. 12/2024/QD-UBND of the People's Committee of Lao Cai province on the number of security and order protection teams and the number of members of security and order protection teams in Lao Cai province takes effect from July 1, 2024.
