Trinh Tuong is a disadvantaged commune in Bat Xat district, Lao Cai province. For a long time, the lives and incomes of its people have mainly depended on traditional crops such as corn and rice, leading to many difficulties. With support from the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas giai đoạn 2021-2030 (National Target Program 1719), Trinh Tuong has focused on introducing new, economically valuable crop varieties to improve the income of its ethnic minority communities.

2024 was the first year that Mr. Lo Lao Ta's family in Phin Ngan village, Trinh Tuong commune, planted over 100 passion fruit vines on their family's cultivated land. Thanks to following the instructions of the commune's agricultural extension officers, Mr. Ta's family's passion fruit garden developed quite well. Because it was their first harvest, Mr. Ta's family didn't have high expectations for yield or income from this crop. However, after deducting expenses, they still earned over 10 million VND.

"The family received government support for planting passion fruit, including seeds, fertilizers, and trellises. During the planting process, officials provided detailed guidance on planting and caring techniques, which made the family very happy. Although the first harvest wasn't very profitable, we were still very pleased because we had a new crop that was more effective than corn or rice," Mr. Ta added.

Implementing the "Fruit Tree Cultivation Model" under Content No. 1 (Sub-project 2, Project 3) of the National Target Program 1719, Trinh Tuong commune selected Phin Ngan village to plant passion fruit on an area of ​​6 hectares; the total implementation cost was over 1 billion VND; of which, the State supported nearly 500 million VND and the rest was contributed by the people. All households participating in the project are ethnic minorities, poor and near-poor households in the commune. In addition to passion fruit, Trinh Tuong commune also planted Tam Hoa plum trees (14 hectares) and bamboo shoots (8 hectares) with a total capital of nearly 4 billion VND.

In 2024, the total capital mobilized to implement the National Target Program 1719 in Bat Xat district was 290,657 million VND. Of this, investment capital was 122,737 million VND; and recurrent expenditure capital was 167,920 million VND. By the end of 2024, the entire district had disbursed 104,228/122,737 million VND (reaching 84.9% of the plan) of investment capital; and 87,756/167,920 million VND (reaching 52% of the plan) of recurrent expenditure capital...

“Bat Xat is a district classified under Program 30a of Lao Cai province. Resources from national target programs, including Program 1719, are very important in promoting socio-economic development in remote areas and areas inhabited by ethnic minorities. In particular, it contributes to overcoming damage to infrastructure and restoring production after the recent Typhoon No. 3,” emphasized Mr. Le Duc Minh, Head of the Ethnic and Religious Affairs Department of Lao Cai province.

The total central government budget plan for implementing the three national target programs in 2024 (including funds carried over from 2023 to 2024) is nearly 2,419 billion VND. Statistics show that by January 31, 2025, the entire province had disbursed 1,782 billion VND, reaching 73.7% of the allocated plan, of which investment capital reached 87.2% and recurrent expenditure capital reached 63.3% of the plan. Specifically, the National Target Program 1719 disbursed 71.3% of the plan; the National Target Program for New Rural Development disbursed 80.7% of the plan; and the National Target Program for Sustainable Poverty Reduction disbursed 77.1% of the plan…

“The effective implementation of the National Target Programs in 2024 has contributed to reducing the poverty rate in poor districts by 6.29% per year; reducing the poverty rate among ethnic minorities by 5.95% per year; 62 communes achieving new rural standards, and 4 communes achieving advanced new rural standards…”, emphasized Mr. Hoang Quoc Khanh, Standing Vice Chairman of the People's Committee of Lao Cai province.

Reducing the poverty rate among ethnic minorities by 4.6% or more per year. Average income per person in the entire province by 2025 reaching 112 million VND/year; average income per person in poor districts reaching over 46.5 million VND/year.

Project 7 contributes to improving the quality of healthcare for people in mountainous areas.
