The Dien Bien Department of Education and Training leaders stated that the Department has coordinated with the Department of Transport and the districts and towns on contingency plans for transporting exam papers in case of heavy rain, floods, or landslides. Accordingly, in the event of landslides or road blockages, if necessary, alternative transportation arrangements will be in place. For candidates from distant areas, the Dien Bien Department of Education and Training has planned to arrange for them to stay at designated examination sites and have meals prepared on-site to ensure that no candidate misses the exam due to transportation difficulties.

In Hoa Binh province , Mr. Nguyen Van Chuong, Vice Chairman of the Provincial People's Committee and Head of the Provincial Examination Steering Committee, stated that heavy rain and flooding could affect the travel of candidates and examination staff, as well as the transportation and delivery of exam papers and answer sheets. Therefore, the Provincial People's Committee has requested relevant units to review plans to ensure safety and handle any unusual natural disasters that may occur during the high school graduation examination.
In Bac Giang, the People's Committee of Son Dong mountainous district has directed schools to compile lists of parents' addresses and phone numbers to create Zalo groups for contact when needed. Candidates from remote communes with difficult access are provided accommodation in local homes and schools near the examination centers, with over 700 free accommodations available. The examination centers also coordinate with local authorities and relevant agencies to develop detailed plans to support candidates facing difficulties traveling from home to the examination centers.
Mr. Nguyen Van Hung, Deputy Director of the Department of Education and Training of Thai Nguyen province, said that the entire province provided more than 700 lunch meals for disadvantaged students and those living far from the examination sites, ensuring that no student had to drop out of the exam due to economic or transportation difficulties.
In Quang Ninh, Ms. Nguyen Thi Thuy, Director of the Department of Education and Training, stated that the locality still faces certain difficulties in organizing the exam, such as its vast and complex geographical location, requiring some examination centers to be located in remote island areas far from the city center. Therefore, while normal procedures are already in place, the province has developed plans and prepared for unexpected situations, ensuring safety and fairness for candidates.
