Teachers' salaries have increased significantly.
According to Minister of Education and Training Nguyen Kim Son, immediately after the National Assembly passed the Law on Teachers, the Ministry proactively developed a system of guiding documents for its implementation.
Regarding teacher recruitment, the Ministry is developing a Circular with the aim of assigning the Department of Education and Training to take the lead in implementation, or advising the Provincial People's Committee to decentralize and delegate authority in accordance with local realities.

The above approach ensures the implementation of the policy of reducing intermediaries, synchronizing recruitment quality (one-time recruitment can be registered for admission to many schools based on exam/examination results), saving costs, increasing opportunities for recruitment participants; at the same time, contributing to overcoming the situation of local surplus/shortage of teachers as well as ensuring the structure of the team according to grade level, subject, and educational activities.
In addition, the Ministry of Education and Training is also developing a Decree providing detailed guidance on some articles of the Law on Teachers, including regulations on the content and form of teacher recruitment.
The recruitment process is expected to consist of two rounds, in accordance with current regulations on civil servant recruitment. However, the second round, focusing on professional expertise and skills, will be designed differently, closely following the practical processes of teaching and education, ensuring an accurate assessment of candidates' pedagogical abilities and professional skills at each educational level and training qualification.
This is expected to be an important innovation, aiming to overcome previous limitations when applying the general mechanism for civil servants without taking into account the specific characteristics of the teaching profession.
Regarding the salary system, the Minister stated that the Ministry of Education and Training is currently finalizing a draft regulation detailing salaries, allowances, and policies to attract and support teachers.
It is expected that the basic salary of all teachers will increase. Accordingly, the increase will be at least around 2 million VND, and could reach up to 5-7 million VND per person per month. This increase only applies to the salary, not including other allowances.
Taking decisive action to address the teacher shortage.
According to the Ministry of Education and Training, the education sector has been allocated an additional 65,980 positions by the Politburo for the period 2022-2026. In the past two academic years, more than 40,000 teachers have been recruited nationwide.
However, due to the continuous increase in the number of students and classes, the demand for teachers has also increased sharply (an additional 13,676 teachers are needed in the 2023-2024 school year; and approximately 22,000 teachers are needed in the 2024-2025 school year). Therefore, many localities still face a shortage of teachers.
The main reason is the limited recruitment pool. In particular, some subjects such as Information Technology, Foreign Languages, Arts, and teacher training are difficult to recruit students for because teachers' salaries are still low. In addition, the process of allocating and recruiting staff in many localities is slow and protracted.
In response to this situation, to address the teacher shortage problem in the upcoming school year, the Ministry of Education and Training has been implementing various solutions such as: directing training institutions to open new majors and train teachers according to the actual needs of localities, especially in specialized subjects; requiring localities to recruit enough staff to meet the assigned quotas; directing localities to review and reorganize the school network; piloting an autonomy mechanism in some public preschool and primary/secondary schools; and promoting social mobilization…
Along with solutions from the central government, the Ministry of Education and Training has requested localities to proactively recruit enough staff to meet the assigned quotas, have policies to attract and support teachers, and allocate funds to implement teacher contracts according to regulations.
