Expanding cooperation between the Ministry of Public Security of Vietnam and the National Security Council of Belarus

On December 3, in Hanoi, General Luong Tam Quang, Politburo member and Minister of Public Security, held talks with Secretary of the Security Council of the Republic of Belarus Volfovich Aleksandr Grigorievich and signed a Letter of Intent on cooperation between the Ministry of Public Security of Vietnam and the State Secretariat of the National Security Council of Belarus.

Welcoming the delegation of the National Security Council of Belarus Secretariat to visit and work with the Ministry of Public Security of Vietnam, Minister Luong Tam Quang emphasized that after upgrading the relationship to Strategic Partnership in May 2025, the cooperation between the two countries has been developing strongly in the fields of politics - diplomacy, security, defense, science - technology, economy, education - training, transportation, culture and people-to-people exchange.

Minister Luong Tam Quang said that regarding security and law enforcement cooperation, the Vietnamese Ministry of Public Security and Belarusian authorities regularly exchange delegations at all levels; effectively implement signed agreements; maintain contact, exchange information, and convey messages related to political , economic, security, and defense issues; and coordinate in verifying, arresting, and extraditing criminals related to citizens of the two countries.

Expressing his delight at the positive results of the first Consultation Session co-chaired by Deputy Minister Le Quoc Hung and Deputy Secretary Neverovsky Alexander Viktorovich on December 2, Minister Luong Tam Quang emphasized that the two sides exchanged views on the world and regional security situation in an open spirit, and shared practical experiences in the fields of information security and cyber security, thereby agreeing on a number of important cooperation directions in the coming time.

In the context of the rapidly changing world and regional situation, complicated traditional and non-traditional security challenges, multi-dimensional impacts, directly affecting the stability and social security of both Vietnam and Belarus, Minister Luong Tam Quang suggested that the two sides continue to effectively implement the Vietnam - Belarus Strategic Partnership and the Roadmap for Cooperation Development for the period 2026 - 2028 after signing. Belarus should further strengthen cooperation with Vietnam in the fields of security industry; maintain and deepen security dialogue mechanisms, encourage exchanges, delegation exchanges, and experience sharing of security agencies and police of both sides...

Regarding direct cooperation between the Vietnamese Ministry of Public Security and the Secretariat of the National Security Council of Belarus, Minister Luong Tam Quang suggested that the two sides continue to promote delegation exchanges at all levels to share information on issues of mutual concern; coordinate in verifying and handling cases related to citizens of the two countries; regularly consult, coordinate and support each other at multilateral forums and mechanisms...

Effectively implement signed cooperation documents, especially the "Letter of Intent on Cooperation between the Ministry of Public Security of Vietnam and the State Secretariat of the National Security Council of Belarus on the Establishment of a Working Group to Expand and Enhance Cooperation Activities of Law Enforcement Agencies"; Study the possibility of expanding cooperation to non-traditional security areas such as high-tech crime prevention and climate change response. Transfer specialized professional means and other fields that both sides have needs and potential; promote cooperation in training, improve the capacity of staff working in the fields of cyber security, fire prevention and fighting, and rescue, etc.

Secretary of the National Security Council of Belarus Volfovich Aleksandr Grigorievich affirmed that security cooperation between the National Security Council and law enforcement agencies of Belarus and the Ministry of Public Security of Vietnam continues to be a pillar in the strategic partnership between the two countries.

The Secretary of the National Security Council of Belarus expressed his belief that, based on the signed Letter of Intent, the two sides will continue to expand cooperation in many areas such as counter-terrorism; transnational crime prevention; information security, cybercrime prevention; training to improve the capacity of staff as well as other areas where both sides have potential and needs...

At the end of the talks, Minister Luong Tam Quang and Secretary of the National Security Council of Belarus Volfovich Aleksandr Grigorievich signed the “Letter of Intent on cooperation between the Ministry of Public Security of Vietnam and the State Secretariat of the Security Council of Belarus”, affirming the commitment of the two sides to strengthen cooperation for peace, stability and security in each country, in the region and in the world.
