Attending the congress were Mr. Tran Quoc Cuong, Member of the Central Committee of the Party, Secretary of the Dien Bien Provincial Party Committee; leaders and former leaders of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, and the Dien Bien Provincial National Assembly Delegation, along with more than 250 official delegates.
With the theme "Enhancing the core political role of the Vietnam Fatherland Front; implementing democracy; promoting the tradition and strength of national unity; participating in building the Party and government; contributing to building Dien Bien province for rapid and sustainable development," the Congress elected the Dien Bien Provincial Committee of the Vietnam Fatherland Front for the 13th term, 2024-2029, consisting of 78 delegates; and elected the delegation to attend the 10th National Congress of the Vietnam Fatherland Front, 2024-2029.
Mr. Mua A Vang, alternate member of the Central Committee of the Communist Party of Vietnam and Secretary of the Dien Bien Dong District Party Committee, has been elected to the position of Chairman of the Vietnam Fatherland Front Committee of Dien Bien province for the 13th term, 2024-2029.
Delivering a keynote address at the Congress, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Hoang Cong Thuy, highly appreciated the outstanding achievements of the Vietnam Fatherland Front of Dien Bien province in the past term. Closely following the direction and guidance of the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Resolution of the 14th Provincial Party Congress, the Vietnam Fatherland Front Committees at all levels in the province have continuously innovated the content and methods of their activities, diversified forms of mobilization, and promoted patriotic emulation movements. All five work programs of the Front have achieved many important and comprehensive results, with 13 out of 13 targets met or exceeded the Resolution of the Congress for the 2019-2024 term.
Vice Chairman Hoang Cong Thuy suggested that immediately after the Congress, the Fatherland Front at all levels in Dien Bien province should promptly disseminate and implement the Resolution and Action Program of the Congress, in conjunction with effectively implementing Resolution No. 43-NQ/TW dated November 24, 2023, of the 13th Central Committee of the Communist Party of Vietnam on "Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy." He also called for the comprehensive, decisive, and effective implementation of the seven groups of tasks and solutions mentioned in the Resolution, in accordance with the specific conditions of the province. He urged a strong awakening of patriotism, self-reliance, self-improvement, and the belief and aspiration to build Dien Bien province into a rapidly and sustainably developing province in line with the spirit of the Resolution of the 14th Provincial Party Congress, term 2020-2025.
Vice Chairman Hoang Cong Thuy also emphasized that the Fatherland Front at all levels in Dien Bien province should continue to innovate in thinking and working methods, improving the quality and effectiveness of campaigns and patriotic emulation movements with the motto: think truthfully, speak truthfully, do truthfully, achieve real results, and ensure real benefits for the people. In particular, the provincial Fatherland Front needs to pay special attention to and dedicate more time, effort, and creativity to implementing the Action Program "Building self-governing, united, prosperous, and happy residential areas." This content should be identified as a breakthrough and a highlight to affirm the Fatherland Front's substantial contribution in the next term.
“Given the unique characteristics of Dien Bien province, the Fatherland Front needs to coordinate with the Public Security and Border Guard forces to effectively implement the movements “All people protect national security in the new situation”; “All people participate in protecting national territorial sovereignty and border security”, coordinate the organization of the “National Unity Day”; “National Security Day”; “National Border Guard Day”, implement self-governance models, establish fraternal ties, build a peaceful and friendly border, and use the strength of the people's will as a solid foundation to protect the sacred sovereignty of the Fatherland,” Vice Chairman Hoang Cong Thuy suggested.
According to Vice Chairman Hoang Cong Thuy, in the new term, the Fatherland Front at all levels in Dien Bien province needs to closely adhere to the spirit of Directive No. 18-CT/TW, dated October 26, 2022, of the Central Party Secretariat on promoting the role and improving the quality and effectiveness of social supervision and criticism by the Vietnam Fatherland Front and political and social organizations. At the same time, it needs to more deeply understand the viewpoints and policies of the Party and President Ho Chi Minh: "the people are the foundation," "doing everything that benefits the people and avoiding everything that harms the people," and deeply internalize the guidance of the late General Secretary Nguyen Phu Trong in his article commemorating the 94th anniversary of the founding of the Communist Party of Vietnam: "taking 'people's peace' as the decisive factor in all victories of the cause of building and defending the Fatherland." The Fatherland Front Committees at all levels need to continue to improve the substance of social supervision and criticism; be more proactive in understanding the situation, thoughts, and aspirations of the people; To promptly guide public opinion; to advise Party committees and authorities on thoroughly addressing the legitimate needs and aspirations of the people...
To fulfill the tasks set for the next term, Vice Chairman Hoang Cong Thuy suggested that the Dien Bien Provincial Fatherland Front should continue to resolutely and persistently focus more on training and developing cadres; especially key cadres, full-time Fatherland Front cadres, and grassroots Fatherland Front cadres; so that the Fatherland Front cadres are truly reputable, dedicated, dynamic, and courageous individuals; always working with the spirit of "respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people," so that the Fatherland Front truly becomes the center of the great national unity.
On this occasion, the People's Committee of Dien Bien province awarded Certificates of Commendation to 2 collectives and 5 individuals for their outstanding achievements in building the Vietnam Fatherland Front of Dien Bien province during the 2019-2024 term.
