On the morning of October 29, after many days of heavy rain causing localized flooding, the rain in Hue City temporarily stopped and water began to recede from many roads.

People in low-lying areas quickly left the isolated area to buy food, medicine and other essential supplies.

According to records, at An Cuu market and An Cuu bridge (An Cuu ward, Hue city), hundreds of people braved the rain, rolled up their pants and waded through the water to go to grocery stores, bakeries, and pharmacies.

Many people said that for the past two days the water has been high and the roads have been cut off so they cannot go out to buy things. Now that the water has receded a bit, they are taking advantage of the opportunity to "supply" their families.

"For the past two days, the water has flooded the first floor, so I had to move all my belongings to the second floor. I can't cook in the kitchen, I can only make instant noodles. My child has a fever, so I had to go buy medicine and some food," said Nguyen Thi Thanh, a Hue resident, while wading on her way to the market.

Bakeries and grocery stores along Hung Vuong and Ngu Binh streets were always packed with customers on the morning of October 29.

Many retailers had to increase staff to meet demand. Some stores reported selling out within just over an hour of opening.

A representative of a bakery on Ngu Binh Street said: "From 6am to 8am, we sold out 400 loaves. Many people bought 5-10 loaves to stock up for fear of heavy rain in the afternoon."

According to records, many areas in Hue are still submerged 1-2 meters deep in floodwater. By mid-morning, heavy rain continued to cover the sky in Hue. Water levels are forecast to rise again due to increased upstream flow.
