On the morning of October 29th, after several days of heavy rain causing localized flooding, the weather in Hue City temporarily calmed down, and water began to recede from many streets.

People in low-lying flooded areas quickly left the isolated zones to buy food, medicine, and other essential supplies.

According to observations, in the An Cuu market area and An Cuu bridge (An Cuu ward, Hue City), hundreds of people braved the rain, rolled up their trousers, and waded through the water to reach grocery stores, bread stalls, and pharmacies.

Many people said that for the past two days, the rising water and cut-off roads prevented them from going out to buy supplies, so now that the water has receded slightly, they are rushing to "resupply" their families.

"For the past two days, the first floor has been completely flooded, forcing me to move all my belongings to the second floor. Cooking is impossible in the kitchen; we can only make instant noodles to eat. My child has a fever, so I have to hurry to buy medicine and some food," said Ms. Nguyen Thi Thanh, a resident of Hue, as she waded through the water on her way to the market.

Bakeries and grocery stores along Hung Vuong and Ngu Binh streets were packed with customers on the morning of October 29th.

Many retailers had to increase their staff to keep up with demand. Some stores reported running out of stock just over an hour after opening.

A representative from a bakery on Ngu Binh Street said: "From 6 am to 8 am, we sold out 400 loaves. Many people bought 5-10 loaves to stock up because they were afraid of heavy rain in the afternoon."

According to reports, many areas in Hue are still deeply submerged in floodwaters, with water levels reaching 1-2 meters. By mid-morning, heavy rain resumed in Hue. Water levels are predicted to rise again due to increased upstream flow.
