From November 25th to 27th, the Nam Dinh Department of Transport will coordinate with relevant units to hand over all land clearance markers and boundary markers for the project, moving towards being ready to hand over the land for the implementation of the CT.08 expressway project.
On November 25th, the Department of Transport of Nam Dinh province, in coordination with the Project Management Board for Investment and Construction of Transport Works of Thai Binh province, organized the handover of land clearance markers and boundary markers to serve the implementation of the Ninh Binh - Hai Phong expressway investment project, the section passing through Nam Dinh and Thai Binh provinces (project CT.08).

According to the plan, from November 25th to 27th (3 days), the Nam Dinh Department of Transport will coordinate with relevant units and the People's Committees of Xuan Truong, Truc Ninh, Nam Truc, and Nghia Hung districts (where the CT 08 road project passes through Nam Dinh province) to hand over all land clearance markers and boundary markers for the project, moving towards readiness for land handover.
Specifically, Nghia Hung district has 176 stakes and 28 boundary markers; Nam Truc district has 76 stakes and 8 boundary markers; Truc Ninh district has 641 stakes and 160 boundary markers; and Xuan Truong district has 443 stakes and 72 boundary markers.
Previously, on November 21st, the People's Committee of Nam Dinh province issued a document assigning the People's Committees of the districts to act as the investors in organizing the land clearance work for the project section passing through their areas, including compensation, support, resettlement, relocation, and restoration of technical infrastructure affected by the project.
For power lines of 110kV and above, after the inventory is completed, the People's Committees of the districts will report to the Provincial People's Committee for specific instructions on relocation and restoration.
At the same time, relevant departments are tasked with monitoring, urging, coordinating, and guiding the People's Committees of the districts and related units in land clearance work; coordinating the implementation of the project, and promptly resolving any difficulties or issues that arise.
Project CT.08, implemented under the public-private partnership model, received investment approval from the Prime Minister on December 25, 2023; and investment approval from the People's Committee of Thai Binh province (the agency assigned by the Government to lead the project) on October 31.
According to the decision, the investor proposing the project is Geleximco Group. The road project will be 60.9km long (27.6km through Nam Dinh and 33.3km through Thai Binh), starting at the bridge over the Day River (Nghia Thai commune, Nghia Hung district, Nam Dinh); and ending at the intersection between the new National Highway 37 and the coastal road (Thuy Trinh commune, Thai Thuy district, Thai Binh province). It will be designed according to expressway standards, with 4 lanes, a roadbed width of 24.75m, and a design speed of 120km/h.
The route includes 23 bridges, 4 overpasses at interchanges, and 2 rest stops (1 in Truc Ninh district - Nam Dinh province, and 1 in Kien Xuong district - Thai Binh province).
The project involves a pilot application of using sea sand as a foundation filling material, with a total volume of approximately 5.2 million cubic meters.
The total investment for the project is over VND 19,784 billion, including interest. Of this, the investor is responsible for arranging its own capital of over VND 10,447 billion (52.81%); the state capital is VND 9,337 billion (47.19%), including VND 6,200 billion from the central government budget, VND 1,462 billion from the Thai Binh provincial budget, and VND 1,675 billion from the Nam Dinh provincial budget. The toll collection period for capital recovery is 25 years and 4 months.
Thai Binh province will conduct a nationwide tender for the project, selecting an investor in the fourth quarter of 2024, commencing construction in 2025, achieving substantial completion in 2027, and commencing operation from 2028.
According to the project progress review report in early August, the CT. 08 project requires the acquisition of a total of over 448 hectares of land (over 398 hectares of agricultural land, 8.86 hectares of residential land, and over 41 hectares of other land), of which approximately 221.6 hectares will be acquired in Nam Dinh province.
With the reclamation of 8.86 hectares of residential land, a total of 936 households in Nam Dinh and Thai Binh provinces are subject to resettlement, including nearly 600 households in Nam Dinh province.

To date, in Nam Dinh province, the Nghia Hung district government (with 1.9km passing through 2 communes) has arranged resettlement for 10 households in Nghia Trung commune; Truc Ninh district (with 15.6km passing through 11 communes) has planned to arrange 34 scattered resettlement sites; and Xuan Truong district (with 9.1km passing through 7 communes) has planned to arrange 33 scattered resettlement sites. Nam Truc district (with 1km passing through 1 commune) has no households requiring resettlement.
In Thai Binh province, the Thai Thuy district government (with 16km passing through 8 communes) has planned to allocate 4 resettlement sites; Kien Xuong district (with 17.8km passing through 10 communes) has planned 12 residential areas for resettlement with a total area of 25.19 hectares, of which 9 residential areas have had their detailed plans approved.
