On the morning of September 29th, the second mock "Children's Parliament" session of 2024 took place in the Dien Hong Hall of the National Assembly building, with the participation of 306 child delegates who are outstanding members of the Youth Union and young people from across the country.
Attending the mock session were National Assembly Chairman Tran Thanh Man; former National Assembly Chairwoman Nguyen Thi Kim Ngan; former Vice President Truong My Hoa; former Vice President Nguyen Thi Doan - Chairwoman of the Vietnam Association for the Promotion of Learning ; Deputy Prime Minister Le Thanh Long; Vice Chairwoman of the National Assembly Nguyen Thi Thanh; and the Chairpersons of the National Assembly's Committees and Boards.
Also attending were Minister of Education and Training Nguyen Kim Son; Minister of Health Dao Hong Lan; First Secretary of the Central Committee of the Youth Union Bui Quang Huy; representatives from the Central Committees of the Party, the National Assembly, ministries, central agencies and organizations, and international organizations.

The second mock "Children's Parliament" session in 2024 was chaired by the Central Committee of the Youth Union and the Central Council of the Young Pioneers, in coordination with the National Assembly's Committee on Culture and Education and other relevant agencies.
On the morning of September 29th, the "Young National Assembly Deputies" participated in a question-and-answer session on two topics: "Preventing and combating school violence" and "Preventing and combating the harmful effects of tobacco and stimulants, especially in the school environment".
During the "questioning session of child National Assembly representatives with the Minister of Education and Training," the children's concerns focused on the increasing trend of school violence, its causes, and solutions.

The causes of school violence, as identified and explained by the students, include the school's role in some areas not being sufficiently attentive or responsible for preventing and combating school violence; the inadequate attention from families; and the development of the environment, which brings benefits but also many negative aspects that students lack the knowledge to prevent…
Among the solutions to prevent and combat school violence, the students mentioned continuing to effectively implement the Party's guidelines and the State's policies and laws on protecting and caring for children; promoting the implementation of the National Action Program for Children in the period 2021-2023; the Prime Minister's directive on strengthening coordination between schools, families, and society in preventing and combating school violence, crime, and social evils among students; focusing on building a school culture; effectively implementing the "Happy School" model and the "Vietnamese Children Competing to Follow the Five Teachings of Uncle Ho" movement; emphasizing the exemplary role of teachers; arranging for expert psychological counseling for students; and improving the effectiveness of models supporting children who are victims of violence...
"To eliminate school violence, the students are the ones who have to do the most."
Sharing his emotion regarding the way the child delegates expressed themselves during the questioning session of the Minister of Education and Training in the mock "Children's Parliament," Minister of Education and Training Nguyen Kim Son also shared his feelings about the children's confidence, which he considers a positive sign for education, and expressed his gratitude to them.
According to the Minister, the education sector is undergoing strong, comprehensive, and profound reforms; reforms aimed at the holistic development of learners, so that learners not only have the necessary knowledge but also the abilities and skills to become good citizens, happy individuals, and those who know how to share.

“The reform process has come a long way and is nearing the end of a cycle. Throughout this reform process, the education sector has always received special attention from the Party, the State, the Government, and the entire society. The fact that the Central Youth Union and the Central Children's Council organized a mock ‘Children's Parliament’ session last year is one example of this attention,” the Minister said.
Affirming that the issues raised in the mock session were not hypothetical but real opinions and real problems, the Minister highly appreciated the students' expressions of attitude and understanding from the perspective of those directly involved and those interested in information about school violence. In particular, they unanimously affirmed that a happy school has no place for school violence, no place for vices and risks to students.
While acknowledging that the questions and answers from the child delegates during the interpellation session touched upon core issues, Minister Nguyen Kim Son noted that the reality is diverse, with many causes leading to school violence, and requires comprehensive information updates.
The Minister emphasized that the general atmosphere in schools nationwide is undergoing renewal, and a healthy and positive environment continues to prevail in our country every day. To ensure a healthy school environment and the protection and development of individuals, it is crucial to resolutely eliminate violence from schools.
Referring to several causes of school violence such as the psychological and physiological development of students, the lack of strict enforcement of school regulations in some places, the failure of adults, including school principals and homeroom teachers, the role of families – “if there is no domestic violence in the family, it will contribute to reducing school violence,” and the impact of social media and films, the Minister particularly emphasized the role of the students themselves.

In response to Minister Nguyen Kim Son's question, "Who is the most important person in preventing school violence?", a student answered, "The most important person is the student." Agreeing with this answer, the Minister shared: “To eliminate school violence, the people who must do the most are the students. If they study well, live with aspirations and ideals, know how to love, care for, and share, such people will surely not practice violence against others. If they have enough skills to solve their own problems and help their friends solve their problems, then violence will have no place in schools. If they have the skills to filter information, use social media, and express their opinions, then there will also be no place for the harmful influence of social media... Self-cultivation, love, skills, and attitudes are very important things that students need to do to push back school violence.”
The Minister also conveyed that, after today's mock "Children's Parliament" session, returning to their roles as implementers, the children will do more than just implement in reality; they need to know what they can do to contribute to solving their own problems, the problem of school violence.
"Whoever does their job well, from principals and homeroom teachers to psychological counselors fulfilling their responsibilities; with a well-functioning school culture; and with the law enforced… we will gradually, step by step, push back against school violence and build a happy environment – which is the environment we already have," the Minister emphasized.
