On the afternoon of January 13th, Prime Minister Pham Minh Chinh visited and worked with the Vietnam Electricity Group (EVN) to discuss its production and business situation; and to address proposals for EVN's sustainable development and to meet the electricity needs for the country's socio -economic development.

Speaking at the meeting, Prime Minister Pham Minh Chinh affirmed that the electricity sector plays an extremely important and indispensable role in the process of protecting, building, and developing the country. The electricity sector is all-encompassing, influencing and impacting all sectors, levels, and the entire population.
Electricity has five stages (including power generation, power transmission, power distribution, power consumption, and power prices) and depends on six inputs (including coal, oil, gas, water, sunlight, and wind).
"Therefore, the electricity sector must coordinate with ministries, agencies, and units to operate scientifically, in accordance with the conditions of the country and the people of Vietnam, especially in the context of a rapidly changing, unpredictable world situation that exceeds all forecasts. Vietnam is a developing country with a transitional economy, modest scale, limited resilience, and high openness," the Prime Minister stated.
The Prime Minister has instructed the electricity sector to ensure there are no power shortages under any circumstances.
While acknowledging, commending, and congratulating the achievements of the electricity sector, and thanking the sector for its significant contribution to the overall positive results of the country in 2023, the Prime Minister also pointed out some shortcomings that need to be addressed, such as: the continued occurrence of localized power shortages; the slow progress of some power generation and grid projects; and the disciplinary actions taken against some Party members, officials, and employees of units within the Group…
Under no circumstances should there be a power outage.
Looking ahead, the Prime Minister has instructed the electricity sector to ensure there are no power shortages under any circumstances; to manage and operate according to the laws of competition and supply and demand, but with priority policies to ensure social welfare; and to restructure the Group to operate according to market principles, aiming for financial balance, boosting production and business, overcoming limitations and weaknesses, while simultaneously preventing corruption and protecting and encouraging those who dare to think and act.
The Prime Minister instructed that in 2024, EVN must ensure the completion of power grid projects from 110 to 500kV.
Agreeing with the goals, tasks, and solutions of the Vietnam Electricity Group for 2024, the Prime Minister requested the Vietnam Electricity Group to proactively coordinate with relevant sectors to ensure the highest possible availability of generating units, guaranteeing stable and reliable operation; calculate electricity imports to meet domestic needs; and operate the transmission system safely and reliably, especially the 500kV North-South transmission line.
The Prime Minister instructed that in 2024, EVN must ensure the completion of 110-500kV power grid projects, focusing all resources on construction and striving to complete the 500kV circuit 3 transmission line from Quang Trach to Pho Noi.
Regarding the development and implementation of medium and long-term strategies, the Prime Minister requested that, based on the approved national energy strategies and the Power Development Plan VIII, the Vietnam Electricity Group (EVN) must focus on completing and effectively implementing medium and long-term energy development strategies and power development plans in line with new trends, while also developing scenarios and solutions to respond to unexpected and unforeseen issues; EVN must take the lead in implementing the strategy of transitioning to green, clean, and sustainable energy…

The Prime Minister outlined the main groups of solutions that EVN needs to effectively implement regarding: tasks according to the Resolutions and Conclusions of the Party, the National Assembly, the Government, and the Prime Minister in carrying out socio-economic development tasks in 2024 and specific tasks assigned to the Vietnam Electricity Group in 2024; Party building, organizational development and improving personnel quality; corporate governance; financial and investment solutions; solutions regarding science and technology, innovation and digital transformation…
"EVN must ensure the system operates appropriately, guaranteeing a harmonious balance of interests and risk sharing; ensuring system balance; ensuring a streamlined, effective, and efficient organizational structure, reducing staffing levels while improving the quality of officials, civil servants, and employees. Emphasis should be placed on increasing labor productivity, promoting human resource training, and preventing the waste of human resources," the Prime Minister stressed.
The Prime Minister presents gifts to the National Power System Dispatch Center.
The Prime Minister requested smart governance, enhanced digital transformation, while simultaneously combating corruption and reducing the size of the administrative apparatus; governance must continue to renew old drivers and add new ones for development, such as issues related to clean energy transition; current global trends must be implemented; ensuring the efficient operation of the National Power System Dispatch Center, avoiding dependence on a single point of contact, strengthening supervision and inspection, and increasing proactiveness.
Regarding the proposals and recommendations of the Corporation, the Prime Minister stated that these were all issues arising from practical requirements; agreed to consider and resolve them; and assigned the Ministry of Industry and Trade and the State Capital Management Committee at enterprises to coordinate with relevant ministries, sectors, and EVN to resolve them within their authority and according to legal regulations; issues beyond their authority should be compiled and reported to the competent authority for consideration.
