
Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - presided over the meeting.
Attending the working session were: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Standing Deputy Head of the Steering Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, Deputy Head of the Steering Committee; and other members of the Steering Committee.
9 LOCALITIES EXCEEDED THEIR REGISTRATION TARGETS FOR 2023
According to the review and approval results from local authorities, the entire province currently has 14,914 households in need of support for house construction and repair during the 2023-2025 period.
Of these, 3,955 households requested support for the construction of prefabricated houses, 6,907 households requested support for new construction (self-construction), and 4,052 households requested support for repairs (self-repair).

Currently, 148 organizations and individuals (including 21 districts, cities, and towns) have registered to mobilize support for the program through the Standing Agency of the Provincial Steering Committee, with a total of 12,196 houses registered for support, equivalent to 618.449 billion VND; of which 6,709 houses are registered for implementation in 2023.
Regarding the receipt of support, the entire province has mobilized resources to support the implementation of the Program through various forms, with a total amount equivalent to over 476 billion VND.
Of this amount, donations to the Program through registrations with the Steering Committees at all levels totaled 283.628 billion VND, reaching nearly 46% of the total registered donations. The remaining funds, mobilized by districts, cities, and towns, and direct support from sponsors to the people, amounted to over 69 billion VND.

Local authorities mobilized the public to build 3,553 prefabricated house foundations, equivalent to approximately 42.64 billion VND.
Other resources such as funding, labor, supplies, materials, etc., contributed by the people themselves, as well as assistance from relatives and neighbors, are estimated at approximately 150 billion VND according to incomplete statistics from local authorities.
Over the past 10 months, the above resources have supported the construction and repair of 5,322 houses, reaching nearly 97% of the 2023 plan (5,500 houses).
Of these, localities independently mobilized resources to build 1,386 houses, exceeding the target of 2023 by 81 houses.

Notably, 9 localities achieved or exceeded their registered targets for 2023 in terms of both received funds and the number of houses completed, including: Que Phong, Nghia Dan, Quynh Luu, Tan Ky, Dien Chau, Quy Hop, Do Luong, Cua Lo, and Hoang Mai; 4 localities received more donations than their registered targets for 2023, including: Tuong Duong, Thanh Chuong, Thai Hoa, and Nghi Loc.
Speaking at the meeting, while acknowledging the very positive results achieved over the past 10 months, Chairman of the Nghe An Provincial People's Committee Nguyen Duc Trung noted that there will be difficulties in 2024, therefore further efforts are needed.
Regarding the allocation of funds from provincial fundraising efforts, the Deputy Head of the Steering Committee suggested that, first and foremost, districts, cities, and towns must fulfill their responsibility to solicit and mobilize funds as committed; the remaining amount will be allocated by the province.

The Chairman of the Provincial People's Committee also requested an online meeting between the Provincial Steering Committee and district-level localities to implement the program in 2024; and urged the acceleration of the allocation of mobilized funds; as well as the need for greater efforts from departments and agencies in implementing the program as registered.
REVIEW AND STANDARDIZE THE LIST, AVOIDING DUPLICATION WITH NATIONAL TARGET PROGRAMS
Concluding the meeting, Provincial Party Secretary Thai Thanh Quy - Head of the Steering Committee - assessed that, over the 10 months since its launch, the program's implementation has been systematic, serious, and decisive.
The successful first year of implementation demonstrated the correctness of the program, its high appeal, and the strong public support it generated in society to care for the poor and provide them with stable housing and employment.

Looking ahead, Provincial Party Secretary Thai Thanh Quy requested that members of the Steering Committee urgently direct localities to review and approve the list of poor households and households facing housing difficulties that will receive support from the program, ensuring there is no duplication with households benefiting from national target programs, especially in the four districts currently facing difficulties: Ky Son, Tuong Duong, Con Cuong, and Quy Chau.
The Head of the Steering Committee agreed with the members' opinions that the provincial fundraising resources would be allocated to support the construction and repair of houses for poor households and households facing housing difficulties, based on deducting the number of registrations from districts, cities, and towns; thereby enhancing the determination of localities to implement the program. If any locality faces difficulties in fundraising, it will be considered for inclusion in the final stage of the program.
The Secretary of the Nghe An Provincial Party Committee also requested the Standing Agency of the Provincial Steering Committee to classify and compile statistics to inform donors about the use of the donated funds; and at the same time, to find a way to thank the donors on behalf of the poor households.
Comrade Thai Thanh Quy agreed to hold an online meeting between the Provincial Steering Committee and the districts, cities, and towns to implement the program in the next phase.

Given the forecast that fundraising for the program will be difficult in 2024, the Head of the Provincial Steering Committee requested that districts, cities, towns, and departments that have registered for 2024 be determined to complete their targets. The provincial level will strive to find funding sources to implement the remaining portion.
While acknowledging and appreciating the Standing Agency of the Steering Committee, Provincial Party Secretary Thai Thanh Quy also requested that in the future, situations should be handled more flexibly to ensure timeliness in advising the Standing Agency and the Steering Committee of the Program; at the same time, the report submitted to the Steering Committee should clearly identify the localities that have shown a lack of interest in implementing the program.
