On December 14th, the Department of Construction of Dak Lak province announced that it had received a document dated December 11th from the Ministry of Construction addressed to the Provincial People's Committee and the department, regarding the assignment of competent authorities to study the investment in the Phu Yen - Dak Lak expressway.
According to the aforementioned document, after studying the relevant legal regulations and opinions of the relevant ministries, the Ministry of Construction agrees to assign the People's Committee of Dak Lak province as the competent authority to organize the investment study for the construction of the Phu Yen - Dak Lak expressway under the public-private partnership method, as requested by the People's Committee of Dak Lak province.
The Ministry of Construction requests the People's Committee of Dak Lak province to conduct investment research to ensure it is consistent with the conditions and nature of the project; report the results and propose solutions to any issues beyond its authority (if any).
The People's Committee of Dak Lak province will base its subsequent procedures on the Law on Investment in Public-Private Partnership, the Law on Roads, the Law on Construction, and other relevant current regulations to ensure compliance with the law.
Previously, on October 6th, the People's Committee of Dak Lak province sent a document to the Ministry of Construction regarding the review and supplementary report on the investment plan for the construction of the Phu Yen - Dak Lak expressway.
According to this document, the project's investment scale includes a total planned length of approximately 122km (starting point intersecting with the North-South Expressway in the East, ending point intersecting with National Highway 14); a complete 4-lane road with a continuous emergency stopping lane, a roadbed width of 24.75m; and a design speed of 100km/h.
Based on preliminary calculations and review, the total investment is estimated at approximately 30,980 billion VND (excluding interest on loans during the construction period).
The People's Committee of Dak Lak province has requested the Ministry of Construction to consider reporting to the Prime Minister to allow the adjustment of the Phu Yen - Dak Lak expressway (CT.23) route, which is included in the list of expressways in the Road Network Planning for the period 2021 - 2030, with a vision to 2050.
Accordingly, the name of the Phu Yen - Dak Lak expressway (CT.23) will be adjusted to the East-West expressway of Dak Lak province (CT.23), with its starting point intersecting with the North-South expressway (CT.01) in the East; investment is scheduled to begin before 2030.
Approval is granted for the investment plan for the East-West expressway in Dak Lak province, specifically the section from the North-South expressway (Eastern section) to National Highway 14, using the public-private partnership (PPP) method, with the state's participation in the project accounting for a maximum of 60% of the preliminary total investment.
Assign the competent authority to invest in the project in accordance with the provisions of Government Decree No. 243/2025/ND-CP dated September 11, 2025.
