The leaders of Quang Binh province recently held a meeting with relevant units, localities, and the New Horizon Investment and Development Joint Stock Company regarding the development of industrial parks and clusters in the province.
At the meeting, Quang Binh Provincial Party Secretary Le Ngoc Quang stated that, in recent years, Quang Binh has made many efforts in industrial development, but generally has not yet fully utilized its existing potential and advantages, the occupancy rate remains low, and many areas still face difficulties in infrastructure and attracting investment.
To overcome these bottlenecks, the province needs a new approach focused on decisive action, immediate and genuine implementation, concentrating on developing modern and integrated industrial park and cluster infrastructure. It also needs to significantly improve the investment environment to attract private enterprises and FDI. Furthermore, it should develop high value-added industries and supporting industries, and train high-quality human resources to serve the industrial sector.

Mr. Le Ngoc Quang affirmed that Quang Binh currently needs investors with strong financial capabilities and potential to invest in industrial parks and clusters in the province. Therefore, the province welcomes the New Horizon Investment and Development Joint Stock Company's intention to research and propose investment ideas for projects in the province.
The Secretary of the Quang Binh Provincial Party Committee expressed his hope that the company would implement modern, integrated industrial park projects, combining industry, services, and urban development to create sustainable economic value; and attract clean, high-tech industrial enterprises to the industrial park.
"The province is committed to creating favorable conditions for investors when carrying out local-related procedures to ensure that projects are implemented as soon as possible," affirmed Le Ngoc Quang, Secretary of the Quang Binh Provincial Party Committee.
During the meeting, representatives from New Horizon Investment and Development Joint Stock Company stated that the company is currently conducting research and wishes to participate as the main investor in several agricultural development projects in Thach Hoa commune, Tuyen Hoa district; freight transport and logistics service projects in Hon La Economic Zone and Cha Lo International Border Gate Economic Zone; and infrastructure projects for Hon La Port, Bang Industrial Park, Tay Bac Quan Hau Industrial Park, Hon La 2 Industrial Park, and the western gateway industrial park of Hon La Economic Zone.

According to the company's assessment, these projects are highly feasible, with favorable current and future transportation connections. New Horizon Investment and Development Company is committed to complying with all legal regulations once the province approves its investment research for industrial park projects in the area.
Regarding the Quang Binh Economic Zone Management Board, Mr. Nguyen Van Thuong, Head of the Management Board, informed that to date, Quang Binh has 8 out of 10 industrial zones in the provincial planning orientation for the 2021-2030 period with approved detailed planning and zoning plans, totaling 1,510 hectares. The remaining 4 industrial zones have not yet had their technical infrastructure built. In addition, the province has also planned 38 industrial clusters with a total area of 756.6 hectares, and currently 6 industrial clusters have been established and are in operation with a total area of 75.44 hectares… Therefore, in the field of investment and business in industrial zone and cluster infrastructure, investors can research and propose projects that are already included in the Quang Binh provincial planning but have not yet had their infrastructure built.
During discussions with investors, Chairman of the Quang Binh Provincial People's Committee Tran Phong highly appreciated the investment ideas of New Horizon Investment and Development Joint Stock Company in projects within the province, especially in areas where the province has strengths such as agriculture, logistics, seaport infrastructure, industrial park infrastructure, and industrial clusters.
To facilitate investors in the process of researching, proposing investment plans, and carrying out investment procedures in accordance with the law, the Chairman of the Quang Binh Provincial People's Committee has requested the Economic Zone Management Board and the Department of Planning and Investment to coordinate with relevant departments, agencies, and localities to guide and support investors in surveying, researching plans, preparing proposals, and implementing investment procedures for projects in accordance with investment laws and other relevant regulations. The Department of Industry and Trade is tasked with guiding, supporting, and creating favorable conditions for the company to research, survey, and finalize investment plans for industrial cluster projects in accordance with the planning.
Furthermore, relevant departments, agencies, and localities, according to their functions and duties, shall coordinate, support, and create favorable conditions for New Horizon Investment and Development Joint Stock Company in the process of surveying, researching, and completing legal procedures in accordance with regulations.
The Chairman of the Quang Binh Provincial People's Committee also requested the New Horizon Investment and Development Joint Stock Company to proactively coordinate and work specifically with relevant units and localities to survey and finalize investment plans for the projects, and to promptly report and propose them to the Provincial People's Committee.
Reportedly, New Horizon Investment and Development Joint Stock Company is located at No. 5, Alley 66, Thai Thinh 2 Street, Thinh Quang Ward, Dong Da District, Hanoi City. The company was licensed to operate in January 2022. Ms. Pham Thi Hong Nhung is the legal representative of the company, and its main business is real estate trading, including ownership, use, or lease of land use rights.
