Digital talent working in Vietnam will have high salaries according to world standards.

Mr. Nguyen Khac Lich - Director of the Department of Information Technology Industry, affirmed that the Law on Digital Technology Industry will have policies to attract talent, with competitive salaries on par with other countries in the world.

On the afternoon of July 7th, at a press conference providing information on five laws in the fields of science and technology, innovation, and digital transformation, Mr. Nguyen Khac Lich - Director of the Information Technology Industry Department ( Ministry of Science and Technology ) - assessed that the Law on Digital Technology Industry will provide a pioneering legal framework for the digital technology industry.

This law, recently passed by the National Assembly , will take effect from January 1, 2026.

With outstanding incentives to develop the industry; promoting innovative products, manufacturing and design in Vietnam; sustainable development of digital technology businesses and, especially, the development of high-quality digital technology human resources.

Director Nguyen Khac Lich affirmed that "digital technology talents will enjoy a special mechanism regarding salaries and bonuses, fair competition with countries around the world, support in housing and living space..., and will be honored and rewarded according to the provisions of the law."

In the process of developing human resources for the digital technology industry, the State has policies to support students and digital technology industry personnel working in enterprises or concentrated digital technology industrial centers.

The government has policies to provide financial support for supplementary and advanced training, not only from ministries and departments, but also from local authorities.

Mr. Lich assessed the new policy as having many breakthroughs, as both Vietnamese people living abroad and foreigners living in Vietnam are included in the group being attracted.

Foreigners are granted temporary residence permits valid for 5 years, renewable according to legal regulations; in cases where the foreigner has a spouse or children under 18 years of age, similar support is provided.

High-quality technology industry personnel will receive a five-year exemption from personal income tax.

In Vietnamese organizations or as citizens, those who meet the criteria for high-quality personnel may be recruited as civil servants or public employees and considered for leadership and management positions, without needing to meet requirements regarding length of service or planning.

In addition, high-quality civil servants and public employees who have worked in organizations and businesses and wish to return to state management agencies will be considered and assigned jobs.

They will be assigned to a job position that matches their expertise and professional skills, and will receive benefits and policies regarding salary, allowances, civil servant rank/professional title, and other benefits and policies equivalent to or higher than those they previously received.

These cases will be considered as special circumstances when appointing individuals to leadership or management positions if the agency or unit has a need.
