
This is Japan's first exercise aimed at assessing risks to logistics systems, communications, healthcare facilities, and more, while also establishing mechanisms for public and private sector coordination in responding to the growing threat of cyberattacks.
The drill, jointly organized by the National Security Agency and the Tokyo government, is scheduled to take place on December 18th. The simulated scenario involves a large-scale power outage of unknown origin occurring in the capital region.
Situations such as successive water outages, internet and telephone disruptions, traffic light failures, and train shutdowns paralyze transportation networks, forcing parties to deal with widespread, cascading damage.
If power outages are prolonged, healthcare facilities will have to urgently respond to patients undergoing dialysis or using ventilators. When traffic congestion persists, fuel supplies such as gasoline and diesel may be delayed, seriously impacting people's lives and economic activity.
It is expected that businesses involved in key infrastructure based in the capital region – including the electricity, gas, telecommunications, healthcare, and finance sectors – will participate in the exercise. The goal is to enhance regular coordination and gradually clarify existing issues.
