Many localities in Central Vietnam have implemented their own policies to provide additional support to officials who retire early or leave their jobs due to administrative restructuring.
In the process of streamlining and improving the organizational structure for effective and efficient operation, coupled with personnel reduction, in addition to central government policies, many localities have implemented their own policies to provide further support and ensure the rights of civil servants and public employees.
Da Nang provides an additional 50% of the one-time retirement allowance for early retirement.
Da Nang has passed a resolution stipulating policies to support officials, civil servants, and employees in the implementation of organizational restructuring in the city.
Specifically, for those retiring early within the first 12 months from the date of the decision on administrative restructuring, Da Nang will provide an additional 50% of the one-time retirement allowance for early retirement as stipulated in point a, clause 1, article 7 of Decree 178/2024.
For those retiring from the 13th month onwards, the city provides an additional 25% of the one-time retirement allowance for early retirement as stipulated in point b, clause 1, article 7 of Decree 178/2024.
For officials, civil servants, and employees of city-level agencies who are seconded to work at the grassroots level, they will receive an additional one-time support payment equal to 100% of the support level specified in point b, clause 1, article 12 of Decree No. 178/2024.

In cases where commune/ward officials and civil servants are redundant and also fall under the scope of Resolution 43/2024 of the Da Nang City People's Council on support for this group, they may choose to receive higher benefits and policies.
In addition, the City People's Council also approved a proposal on policies to support those who do not meet the age requirements for re-election or reappointment but wish to retire early, as well as officials who resign or retire voluntarily during the period 2025-2030.
In addition to the government regulations, the above cases will receive an extra payment of 50% of the allowance stipulated in Clause 2, Article 3 of Government Decree 177.
Over 23 billion VND spent to support officials requesting early retirement.
Meanwhile, the Quang Nam Provincial People's Council has just passed a resolution replacing Resolution No. 20 dated August 14, 2024, which stipulates the policy to support leading and managerial officials with less than one term of service remaining who retire early or cease working while awaiting retirement age in the province, for the period 2025 - 2029.
Accordingly, the support level for each beneficiary of the policy from the provincial budget will be increased by 20% compared to the previous level.
The total estimated cost for implementing the resolution is over 23.24 billion VND. Of this, over 17.95 billion VND will be allocated to support officials under the management of the Provincial Party Standing Committee, members of the district-level Party Standing Committees, vice chairmen of the People's Councils, and vice chairmen of the district-level People's Committees (57 people); and nearly 5.3 billion VND will be allocated to secretaries and deputy secretaries of commune-level Party committees (40 people).

Officials, civil servants, and employees who resign will receive additional support.
Quang Tri province has passed a resolution stipulating support policies for officials, civil servants, employees, and part-time workers at the commune level in implementing the reorganization of the administrative apparatus and units in the province.
Accordingly, officials, civil servants, and employees who retire early will receive an additional 0.55 months' current salary from the province for each year of service with social insurance contributions, up to a maximum of 200 million VND.
For officials, civil servants, and employees who resign, an additional 1.1 months' current salary will be provided for each year of service with social insurance contributions, with a minimum support amount of 6 months' current salary and a maximum of 200 million VND.
Leaders and managers who resign or are reassigned to lower positions due to organizational restructuring will receive a one-time severance payment equivalent to 10 months of basic salary. This resolution applies to those who resign before March 1st.
In addition, the Quang Tri Provincial People's Council also resolved and stipulated a support policy for officials and civil servants entitled to benefits and policies as prescribed in Decree 177/2024/ND-CP (not applicable to agencies and units under the vertical structure), who submitted applications for benefit and policy settlement before February 20, 2025.
Accordingly, in addition to the policies and regulations stipulated by the Government, each official and civil servant will receive a subsidy equivalent to 0.2 months of their current salary for each year of service with mandatory social insurance contributions, up to a maximum of 100 million VND.
Mr. Nguyen Dang Quang, Chairman of the Quang Tri Provincial People's Council, shared that this specific policy creates additional motivation for officials and civil servants to retire early, facilitating the restructuring and streamlining of the administrative apparatus.
Quang Ngai province has also issued Resolution No. 33 stipulating policies to support redundant civil servants, officials, and non-specialized personnel at the commune level due to the reorganization of commune-level administrative units in Quang Ngai province during the 2023-2025 period.
