With the spirit of "prevention must go hand in hand with treatment", the province has developed specific programs, projects and plans for implementation, attracting the active participation of all levels, sectors, organizations and people. The Department of Culture, Sports and Tourism (Standing Agency of the Provincial Steering Committee for Family Affairs) presides over the development and promulgation of complete documents directing and guiding the implementation of the Law on Domestic Violence Prevention and Control; at the same time, coordinate with the Department of Justice, the Women's Union, the Provincial Labor Federation and social organizations to mobilize and widely disseminate the content of the Law to each household.
The forms of propaganda are diverse, from television, radio to print newspapers, electronic newspapers, and social networks. The province also promotes propaganda during events, holidays, and anniversaries, such as: International Day of Happiness (March 20), Vietnamese Family Day (June 28), National Action Month on Domestic Violence Prevention and Control, etc. Thereby helping people proactively access legal information, skills to identify and handle violent situations.
Training and professional development for officials, mediators, and legal reporters have been promoted. From 2023 to present, the province has organized nearly 50 training courses for nearly 12,000 women's union members on domestic violence prevention, prostitution, and human trafficking; 20 courses for 2,072 mediation team officials and prestigious people; 1,296 members of the "Sustainable Family Development" Club in 12 localities; 300 provincial and district-level cultural and social officials on new regulations of the Law on Domestic Violence Prevention. Thanks to that, 100% of grassroots mediation teams (1,451 teams/9,088 mediators) are capable of handling family conflicts right in the community, the successful mediation rate is 87.8%, significantly reducing the number of cases that have to be brought to the prosecution agency.

All communes, wards and towns have developed plans, maintained and expanded the activities of 1,025 models of "Community Trust Address", 301 "Sustainable Family Development" Clubs, and 508 groups of PCBLGĐ. The Legal Aid Center (Department of Justice) received 160 cases, concluded 114 cases with 31 women and 24 children represented in the proceedings. The "Temporary Shelter" system at commune and ward health stations continues to take on the task of caring for and treating injured victims. Hotlines 111 and 1800.1769 operate 24/7, promptly receiving and urgently intervening in cases of violence.
In the period of 2023-2024, the whole province recorded 150 cases of domestic violence (mental violence accounted for 90%, physical violence 5%...). The most severely affected subjects are still women, children and the elderly, especially in rural areas, ethnic minority areas and industrial parks. In the past 2 years, the Provincial People's Court has accepted 6,228 divorce cases, the police accepted 22 cases of domestic violence, and criminally prosecuted 10 cases (2 murders, 4 child abuses, 4 causing injuries). The monitoring delegations of the Provincial People's Council and Fatherland Front conducted more than 60 inspections of the implementation of the Law on Gender Equality and the Law on Prevention and Control of Domestic Violence, making recommendations to remove obstacles at the grassroots level, contributing to improving the effectiveness of management and supervision.
The province has increased resources for family violence prevention and control. From 2023 to present, the provincial budget has allocated nearly VND 2,853 billion for family violence prevention and control activities; at the same time, it has mobilized social resources and integrated resources from national target programs. Every year, the Department of Culture, Sports and Tourism allocates VND 363 million for family violence prevention and control model activities, printing propaganda materials (730 small books, 60,100 leaflets on happy family criteria, 198,750 leaflets on child protection laws, 13,000 pocket legal documents).
Quang Ninh has achieved many positive results in the work of preventing and combating domestic violence. The number of cases of violence has decreased; the family living environment has become more civilized and equal; the relationship between family and community has become increasingly closely connected.
