Ensuring fairness and substance.
According to the assessment of the Hanoi City Examination and Admission Steering Committee, the examination supervision was conducted seriously and in accordance with regulations. This result is due to the collective responsibility of the entire political system, from the city to the grassroots level, and the consensus of parents and students with the motto: Thorough preparation and serious examination supervision to ensure fairness and substance in the 10th grade admissions, contributing to improving the quality of education at the high school level.
With 105,000 candidates, Hanoi has the highest number of applicants for 10th grade in the country. The percentage of places available in public 10th grade classes only accounts for about 60% of the total number of students graduating from junior high school.
Hanoi has arranged 201 examination centers with nearly 5,000 examination rooms. Rooms for storing exam papers and answer sheets are equipped with 24-hour surveillance cameras. The Department of Education and Training has deployed approximately 20,000 officials and teachers to perform their duties. In addition, at the examination centers, there are about 1,200 police officers and soldiers; 3,000 university students; and hundreds of high school students volunteering to support the candidates...
Before and during the exam period, inspection teams from the Hanoi City Examination and Admission Steering Committee continuously inspected the preparation and organization of the exam. In addition, there were inspection teams from the examination and admission steering committees of districts, counties, and towns, as well as the Inspectorate of the Department of Education and Training.
Ms. Trinh Dan Ly, Head of the Education and Training Department of Dong Da District, said: "With the spirit of creating the most favorable conditions for candidates, the 9 examination centers in the district have a stable power supply and the best facilities. Each examination center has a nearby school as a waiting area with fans, drinking water, parking areas, etc., to ease the burden on parents."
Mr. Tran Tuan Anh, whose two children took the 10th grade entrance exam for two consecutive years at Tan Hoi Secondary School (Dan Phuong district), said: "Information about the exam was regularly and promptly announced by the school and homeroom teachers. Through this, the family understood the regulations, registered their children's application preferences according to their academic abilities, and avoided putting pressure on them. Taking and picking up the children for the exam was also convenient, with smooth traffic..."
Khuong Thien Ngan, a student from Vietnam-Algeria Junior High School (Thanh Xuan District), who took the exam at Kim Lien High School (Dong Da District), said: “The facilities at the school are excellent. The invigilators and the volunteer students were thoughtful and caring. That motivated me to feel more confident and determined to do well on the exam.”
A rehearsal for the high school graduation exam.
The initial results in preparing and organizing the 10th grade entrance exam are considered a meaningful rehearsal for Hanoi to gain more experience in organizing the 2023 high school graduation exam, which will take place on June 28th and 29th.
Upon assuming the role of head of the examination center at Thang Long High School (Hai Ba Trung District), Mr. Le Viet Duong, Principal of Truong Dinh High School (Hoang Mai District), stated: Preparation is a crucial factor for a safe and serious examination. This includes developing contingency plans for all situations. This requires the head of the examination center to coordinate closely with the local school – the school being used as the examination center – to thoroughly understand the actual situation in the area and anticipate potential risks.
Overall, all 201 examination centers in the city proactively implemented contingency plans for potential situations. Despite being held under control during the pandemic, each center arranged at least two reserve examination rooms.
In hot weather conditions, all examination centers have backup generators. In addition to medical staff on duty at the examination centers, local authorities have arranged medical personnel on standby, ready in case of any incidents... Examination centers also have staff on hand to transport candidates home to retrieve their documents if they forget them.
The selection of personnel, the organization of professional training, and the examination regulations for all members are crucial aspects that cannot be overlooked in order to ensure the safety of the exam. Ms. Nguyen Thi Kieu Hanh, Deputy Head of the examination center at Quang Trung High School - Dong Da (Dong Da district), affirmed that 100% of officials, teachers, staff, and candidates have received training on the examination regulations, which clearly state what is and is not allowed. This contributes to raising the sense of responsibility of each member.
Six candidates violated the regulations and were suspended from the exam. Five of them brought mobile phones into the exam room, and one brought unauthorized materials. This means they have lost the opportunity to apply to public schools. Ms. Dam Thi Phuong Thu, a teacher from Cau Giay High School, who was supervising the exam at Nguyen Trai High School in Ba Dinh district, shared that this is very regrettable.
"Candidates have been briefed on the exam regulations multiple times. This is a lesson for those taking the upcoming high school graduation exam, as well as exams in subsequent years. Because if you are disqualified from the exam, it means your test score is 0, you will not graduate, and you will lose the opportunity to apply to university," Ms. Phuong Thu advised.
Traffic flowed smoothly on both days of the exam.
On the afternoon of June 11th, the Traffic Police Department of Hanoi City Police announced that during the two days of the 10th grade entrance exam, no serious traffic accidents occurred in the city, and traffic flowed smoothly.
To facilitate the exam, the Hanoi City Police have implemented numerous security measures at exam locations; simultaneously, they have rerouted traffic on key routes during peak hours; and focused on addressing violations causing congestion to ensure smooth traffic flow. The Traffic Police Department has proactively deployed 100% of its personnel with contingency plans in place.
Colonel Tran Dinh Nghia, Head of the Traffic Police Department, said that during their duties, the traffic police teams in charge of the area proactively implemented timely initiatives and measures to maintain and stabilize traffic conditions, creating all conditions for candidates and their families to arrive at the examination sites as conveniently as possible. In particular, the two units responsible for river routes coordinated with the police in the districts, counties, and towns through which the rivers pass to ensure traffic safety for candidates who have to cross by ferry or boat…
