Authorized by the Prime Minister, we are delighted to attend today's celebration of the 10th anniversary of the Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage Site (2014-2024). This event holds great significance for the entire country in general and Ninh Binh province in particular. On behalf of the Prime Minister and with personal affection, we would like to extend our respectful greetings, sincere regards, and best wishes to the Party Committee, Government, and people of Ninh Binh province, and to all distinguished guests.

Distinguished delegates, fellow citizens, comrades!

Ninh Binh, the ancient capital region, is blessed by nature with a breathtaking landscape, featuring lush mountains and clear waters, and a diverse ecosystem. It is associated with numerous historical and cultural relics, famous scenic spots, and is also linked to the history of human habitation spanning tens of thousands of years. It is a land of spiritual significance and outstanding people; every inch of land, every river, every mountain bears the indelible mark of the nation's founding and defense, linked to the names of ancient emperors, wise men, and national heroes. It is a place that preserves many unique cultural values of the Vietnamese people.

The Trang An Scenic Landscape Complex is a special highlight of Ninh Binh's nature and people, a bridge connecting the past and present with cultural, historical, and landscape layers that create a harmonious interplay between symbiotic cultural spaces. It was officially inscribed by UNESCO as a World Cultural and Natural Heritage Site in 2014, becoming the 31st mixed heritage site in the world, the 11th in the Asia -Pacific region, and the first mixed heritage site in Vietnam and Southeast Asia.

Ten years after being recognized by UNESCO as a World Cultural and Natural Heritage site, thanks to the decisive and determined efforts, systematic approach, and creativity of the government, businesses, and people, the Trang An Scenic Landscape Complex is considered one of the most exemplary models in the world for successfully combining economic development and sustainable tourism while respecting nature, ensuring a harmonious balance of interests between the people, businesses, and the State, and becoming a symbol of Vietnam's responsible commitment to implementing the 1972 UNESCO Convention on the Protection of World Cultural and Natural Heritage.

It can be affirmed that, in addition to promoting socio-economic development, the preservation and promotion of the Trang An heritage site also serves as a bridge connecting cultures between Vietnam and countries around the world, with the goal and aspiration of peace having profound humanitarian significance.

On behalf of the Prime Minister, we warmly congratulate, commend, acknowledge, and highly appreciate the achievements in the field of heritage preservation and promotion that the Party Committee, Government, and people of Ninh Binh province have achieved in recent times in supporting and assisting businesses and people; we also highly appreciate UNESCO and relevant international organizations for always accompanying, supporting, and assisting Vietnam, Ninh Binh province, and other provinces and cities in the region and the country in being recognized, preserving, and promoting heritage values.

To further build upon achievements and realize the aspiration of connecting the flow of time and history, enriching the traditional cultural values of the nation, and moving towards sustainable development through heritage preservation, we propose that the Party Committee and government of Ninh Binh province, all levels, sectors, agencies, organizations, businesses, and the people work together to focus on the following tasks:

Firstly, we must continue to improve forecasting to identify the position, role, unique potential, outstanding opportunities, competitive advantages, and challenges in management; proactively and creatively mobilize resources, especially through public-private partnerships; and leverage the support of ministries, agencies, and domestic and international experts to continue building, preserving, planning, and developing the value of the Trang An Heritage Site.

Secondly, we must continue to promote the role, active participation, and responsibility of people in heritage areas, helping them both participate in heritage preservation and benefit from it. This will lead to a strong shift in the economic structure, linked to the innovation of green and creative growth models, focusing on promoting the application of science and technology, digital transformation, increasing the economic value of heritage, and developing the cultural industry in a professional, modern, creative, and highly competitive direction, with heritage preservation as the foundation and driving force for development.

Thirdly, proactively and actively integrate and cooperate internationally in the preservation, protection, and promotion of the value of the World Heritage Site, especially with UNESCO, and strongly promote the cultural image, people, and nature of Ninh Binh to friends at home, internationally, and Vietnamese expatriates abroad.

Ladies and gentlemen, distinguished delegates!

Dear compatriots and comrades!

With the experience and rich cultural history of the ancient capital region, the tremendous efforts of the Party Committee, government, and people of Ninh Binh province, the attention and support of the Central Government and other localities, and the enthusiastic and responsible companionship of the people nationwide and international friends, we believe that the values of the Trang An Scenic Landscape Complex will forever be preserved and passed on to present and future generations, enduring and developing alongside the nation. This will contribute to concretizing the directive of General Secretary Nguyen Phu Trong at the National Cultural Conference: to continue building, preserving, and developing advanced Vietnamese culture, rich in identity, truly serving as the spiritual foundation, the driving force for development, and guiding the nation's path, unleashing the strength of the Vietnamese people, and inspiring the aspiration for a prosperous and thriving country, where the people are well-fed and happy.

Trang An - "The Jewel of Vietnam" will forever be a shining gem of historical and humanistic values, close to nature and embodying the majestic spirit of the ancient capital, the heart of the millennium heritage city, a driving force for a bright future for the Heritage site and the community.
