Ninh Thuan seeks solutions to meet the demand for landfill materials at projects
Many businesses in Ninh Thuan province have requested support to remove difficulties and obstacles in administrative procedures related to mineral exploitation projects and address the need for materials for site leveling.
At the August 2024 Business Meeting organized by the Ninh Thuan Provincial People's Committee on the afternoon of September 4, many businesses made recommendations for support in removing difficulties and obstacles in administrative procedures related to mineral exploitation projects; and solving the need for site-leveling materials for projects.
In response to the businesses' recommendations, Mr. Tran Quoc Nam, Chairman of the Ninh Thuan Provincial People's Committee, assigned relevant departments, branches and localities to promptly resolve administrative procedures related to mineral exploitation projects; and organize a thematic meeting to discuss solutions to ensure the supply of filling materials.
Speaking to reporters, a representative of the Department of Natural Resources and Environment of Ninh Thuan province said that, in the face of many projects lacking filling materials, the province is currently promoting the auction of new filling material mines, licensing stone mines to collect accompanying by-products such as filling soil (stripped top layer) to solve the immediate needs of projects. In the long term, the Department of Natural Resources and Environment and the Department of Construction will review planning to supplement the supply.
According to information from Ninh Thuan Provincial Police, the province is implementing many projects to serve socio -economic development such as resettlement, tourism infrastructure, transportation, etc. Therefore, the demand for supplying minerals, especially landfill soil and construction sand for projects, is increasing.
Besides, the demand for construction sand in Lam Dong province is increasing while the amount of minerals at mines in the area has not met the demand.
This leads to complicated developments in the illegal exploitation of sand and land filling.
Faced with the above situation, the Police force investigating crimes of corruption, economy, smuggling and environment has proactively strengthened the work of preventing and handling violations of the law in mining and wharf gathering activities.
Thereby, the authorities discovered many violations such as at 5:00 a.m. on August 13, 2024, the police inspected mineral exploitation activities in the coastal area of An Hai commune, Ninh Phuoc district; thereby discovering 3 subjects using shovels to scoop sand onto tractors to prepare to transport for consumption.
Next, at 0:15 a.m. on August 20, 2024, the police coordinated to inspect an illegal mineral exploitation site in the stream bed area of Trieu Phong 1 village, Quang Son commune, Ninh Son district.

Here, the authorities discovered that the subjects were using excavators to scoop sand from the riverbed onto dump trucks for transport to consumers. During the inspection, the authorities temporarily detained 1 HITACHI excavator and 1 truck with license plate 85H-003.12 to serve the verification and handling of violations.
According to Ninh Thuan Provincial Police, the situation of organizations and individuals taking advantage of the darkness, arranging people to look out to deal with the authorities to illegally exploit sand and gravel from riverbeds and streams; then transporting them to gathering sites licensed by competent authorities to legalize the volume of illegally exploited minerals or secretly exploiting them illegally to sell as common construction materials for illegal profits continues to occur in areas far from residential areas.
