Ms. Ha Thi Ngai (born in 1955) not only excelled in her responsibilities as Party Branch Secretary and Head of the Front Committee of Residential Area No. 1, Tram Tau Town, Tram Tau District, Yen Bai Province, but also consistently set a good example and demonstrated responsibility in her work for the residential area, successfully completing assigned tasks and earning the love and trust of local officials and residents.

Over the years, in her capacity as the head of the Party branch, Ms. Ngai has always focused on building a strong Party organization. She independently studied and understood resolutions, documents, and directives from all levels, innovating the content and methods, and improving the quality of Party branch activities. Together with the Party branch committee, she regularly monitored the local area, disseminating information to ensure that the people understood and strictly adhered to the Party's guidelines and policies, the State's laws and regulations, and local regulations.
In the emulation movement for building new rural areas and civilized urban areas, tasks such as repairing and upgrading inter-village and hamlet roads; building cultural centers; expanding irrigation canals to ensure production for the village and projects of the district and town within the residential area were all publicly discussed and discussed by Ms. Ngai at meetings, Party branch activities, mass organizations, and public meetings. With her enthusiasm and skillful management, Ms. Ngai has always been enthusiastic and confident in the leadership and guidance of the Party branch and the government. She successfully persuaded four families to donate 560 square meters of land to open a road to Bac Yen district, Son La province.
Recognizing economic development and poverty reduction as key tasks, she and the Party branch regularly propagated and encouraged people to actively participate in training courses on the transfer of scientific and technical advancements, restructuring crop and livestock production, and intensifying cultivation to achieve high economic efficiency. The people's lives have improved both spiritually and materially. Political security in the residential area remains stable with no hotspots occurring.
She collaborated with the town's Population Committee, neighborhood groups, and elderly association members to encourage residents to do a good job in healthcare and adolescent reproductive health care. As a result, households in the neighborhood, and the town in general, have become aware of the importance of not having a third child; they have stopped at two children to raise healthy and well-behaved children. Ms. Ngai shared: "Immersing oneself in the lives of the people and living for the people is the secret to 'winning' their hearts; creating high consensus and agreement among the people."
The patriotic emulation movements of the Party branch, residential group, and mass organizations have been intensified. The group has mobilized donations of tens of millions of VND to jointly fight the Covid-19 epidemic, donated gifts to 3 families whose relatives are doctors and nurses participating in the fight against Covid-19 in the southern provinces, and supported the fund for the poor. They also visited and presented gifts to poor households, people in difficult circumstances, and policy beneficiary families on the occasion of Lunar New Year, War Invalids and Martyrs Day (July 27), and National Unity Day (November 18), totaling 15 million VND.
Through tireless efforts, Party Branch Secretary Ha Thi Ngai has led her residential group to be recognized as a "Culturally Advanced Residential Group" for many consecutive years. She has received numerous commendations and certificates of merit from local, district, and provincial Party committees and authorities, serving as a shining example for the younger generation to learn from and emulate. Even more honorably, she was selected by the Yen Bai Provincial Association of Elderly People to attend the Conference honoring elderly people participating in building the political system, 2019-2024 period, and received a commendation from the Central Association of Elderly People of Vietnam.
Not only is she a responsible and exemplary Party Branch Secretary, Ms. Ngai also consistently receives high levels of trust, confidence, and support from the local people. She serves as a strong "bridge" connecting the Party's policies and the State's laws to the people, contributing alongside the local Party committee, government, and people to successfully implement political tasks and socio-economic development.
