"The call-up of 133,000 Russian citizens aged 18-30 for military service who are not in the reserve and are subject to military service from October 1 to December 31," the decree stated.
The decree also ordered the discharge of soldiers who had served their full term of military service as prescribed.
Previously, Mr. Putin ordered to increase the size of the Russian armed forces by 180,000 people, bringing the total to 2.39 million personnel, of which the number of active military personnel reached 1.5 million. This is the third decree signed by Mr. Putin since Russia launched a special military operation in Ukraine in February 2022.
However, according to British intelligence, Mr Putin's plan to increase the army by 180,000 troops is facing significant challenges due to Russian military losses in the Ukraine battlefield and recruitment problems.
"The term of military service under the conscription regime will not change and will be 12 months, and the transfer of servicemen from the conscription office is planned from October 15," Vladimir Tsymlyansky, an official of the General Staff of the Russian Armed Forces, said.
“All conscripts will be sent to permanent deployment points of military units on Russian territory,” he added. About a third of the recruits will be placed in training units and military units.
"After completing the training, they will be assigned to military units depending on their skills," he said.
Russia usually conducts two drafts in the spring and fall every year.
Russia launched a military campaign in Ukraine in early 2022. Russia currently controls about 20% of Ukraine's territory.
On the occasion of the 2nd anniversary of the annexation of 4 Ukrainian provinces including Donetsk, Lugansk, Zaporizhia and Kherson into Russia, President Putin declared that Moscow will achieve all its goals in Ukraine.
He also criticized "Western elites" for "turning Ukraine into their colony, a military base aimed at Russia" and for fanning hostility toward Russia.
